Candidate Connection

Dale Nowlin completed Ballotpedia's Candidate Connection survey. The survey questions appear in bold and are followed by Nowlin's responses.

What would be your top three priorities, if elected?

1) Solving the issues around Department of Child Service (DCS). 2) Increase state support for public education and move towards transparency and accountability for all schools funded through tax money. 3) Support local communities in their efforts to overcome the opioid crisis.

What areas of public policy are you personally passionate about?

I have been a classroom teacher for 40 years and a school administrator for 20 years. The strength of our future economy depends on a well-educated workforce. Indiana has been lax in its obligation to our children and their future.

Is there a book, essay, film, or something else you would recommend to someone who wants to understand your political philosophy?

Our Kids by Robert Putnam has data and anecdotal information about how American society has transitioned from demanding a quality education for "our" kids, to worrying about "my" kids.

What characteristics or principles are most important for an elected official?

An servant attitude, compassion, listening with understanding, the ability to communicate effectively, understand data, and seek compromise.

What qualities do you possess that you believe would make you a successful officeholder?

I will make a good representative because I am an excellent communicator, good listener, and servant-leader. I focus on the needs of people, and don't forget the human element of every situation. At the same time, I understand how to make decisions based on data and not pre-conceived ideology.

What do you believe are the core responsibilities for someone elected to this office?

For any elected official the core responsibility is to serve and look for what is the best for the people you represent.

What legacy would you like to leave?

I hope my legacy as a legislator is the same as my legacy as an educator. "He has served his community well."

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

I remember the assassination of John Kennedy when I was in 5th grade.

What was your very first job? How long did you have it?

My first paying job was doing gardening and yard work for Orville Redenbacher. My first full-time job with benefits was as a math teacher. Forty years later, that is not only my job, it is my passion and my life. I continue to impact the future for hundreds of young people.

What is something that has been a struggle in your life?

I am a strong introvert. I have worked hard to overcome being an introvert. At the same time, it has helped me be a good communicator by focusing on what is being said more than on how I am going to respond. While I can address a large group, I know the impact of communicating on an individual basis, and I know the power of reflection.

Both sitting legislators and candidates for office hear many personal stories from the residents of their district. Is there a story that you’ve heard that you found particularly touching, memorable, or impactful?

I have talked with many voters at their doors. I have heard from many of them that they want to see more civility in all levels of government. One response to my question about "What concerns do you have that you would like to see addressed?" was from a young man who replied, "Hope." Too many people are discouraged and have given up on hope, and too many politicians would rather motivate people with fear, rather than offer them hope in their future.

2016

Nowlin's website highlighted the following campaign themes:[5]

Decision Making

  • Excerpt: "Dale believes that data should be used to inform decisions about policy and legislation. He believes we should always look for a win-win solution, listening and considering input from all sides of an issue. In To Kill a Mockingbird, Atticus Finch said, “You never really understand a person until you consider things from his point of view…until you climb into his skin and walk around in it.” Dale has adopted that attitude about life and believes any legislation or policy decision should be considered through that lens."

Economy

  • Excerpt: "We hear about the number of jobs added to the economy over the last four years, but the data shows we need to do a better job of attracting good paying jobs to Indiana. That involves creating the best possible public school system. It means creating a welcoming and affirming state with equality for all of our citizens, so that Indiana businesses can recruit and retain the best employees in a global economy."

Education

  • Excerpt: "Schools should be held accountable. The accountability system must include diverse measures that are statistically valid and reliable. Investing in pre-K and post secondary education is essential to improving our economy and our state."

Education Assessment

  • Excerpt: "The purpose of assessment is to inform students and parents of academic progress and to inform teachers about needed changes in their practice, as well as teacher accountability. All of these goals are better accomplished by shorter assessments that are done throughout the school year rather than a single, massive, expensive test at the end of the year."

Equality

  • Excerpt: "All Hoosiers have the unalienable rights of life, liberty and the pursuit of happiness. Those rights should be protected for all Hoosiers."
