Heading into the election, Ballotpedia rated this race as safely Democratic. In Maryland's 8th Congressional District, incumbent Chris Van Hollen (D) chose not to run for re-election in 2016, instead seeking election to the U.S. Senate. Jamie Raskin (D) defeated Dan Cox (R), Nancy Wallace (Green), and Jasen Wunder (Libertarian) in the general election on November 8, 2016. Raskin defeated eight other candidates in the Democratic primary, while Cox defeated Jeffrey Jones, Elizabeth Matory, Aryeh Shudofsky and Shelly Skolnick to win the Republican nomination. Additionally, Wallace defeated Charles Galloway and Elizabeth Croydon to win the Green Party primary. The primary elections took place on April 26, 2016.[2][3]

Campaign themes

2016

The following issues were listed on Bolling's campaign website. For a full list of campaign themes, click here.

  • Campaign Finance: We're going to work – very hard - free avenues of messaging, connecting, and outreach. In a field crowded with multi-million dollar candidates, we want to PROVE that a really well-run campaign can be competitive, while spending only a small fraction of the profligate competitors, by relying much more heavily on new & free media, rather than wasting piles of donors' contributions on increasingly irrelevant "old" media.
  • Congressional Transparency: Once elected, my Congressional Office will be the first to implement "The Guest Constituent" program. ( read more about it, here ) Every day, three constituents - one Independent, one Democrat, and one Republican - all of whom, by virtue of being taxpayers, are in truth "my employers", who have a right to see what their employee (me) is doing - these three Constituents (a new crew daily, or individuals may serve for up to five consecutive days) will observe, advise, give counsel, as any boss would their employee.
  • Education: In Congress, Dan will vigorously champion raising the stature of teachers, and increasing opportunities for co-op learning, and diversity in all regards.
  • Equity For Women: Our Campaign anticipates adoption by an affirmative vote of a large, bipartisan majority of the Members of Congress. This “Fix Congress First” reform will transform the poisonous, rancorous, and – dare we say – childish – partisanship that has turned Congress into a discredited, and corrupt embarrassment - and will restore that sad institution back into a once-again effective and responsible branch of government.
  • Financial Regulation: I would follow Bernie Sanders, and work for preventing Bankers from sitting on the boards of regulatory bodies that oversee them. A stunning conflict of interest that should be ended.
