Wyoming Liberty Index

The Wyoming Liberty Index, a study created in 2003, issues a Scorecard that rates all final bills in the Wyoming State Legislature on whether the bills supported or hindered liberty. Legislators are also given a "liberty score" based on their voting patterns. The Wyoming Liberty Index 2012 report was issued on the 61st Legislature during the 2012 budget session. Scores range from the highest score (100%) to the lowest (0%). A higher score indicates a higher level of "aye" votes on bills considered pro-liberty and "nay" votes on what the organization considers anti-liberty bills.[8] Dockstader received a score of 40% in the 2012 scorecard, ranking 16th out of 31 members of the Wyoming State Senate. Although there are 30 members of the Senate, a 31st "hypothetical legislator" voting nay on every bill was also included.

2016 Republican National Convention

Dockstader was a delegate to the 2016 Republican National Convention from Wyoming.[9]

In Wyoming’s county conventions and state convention in 2016, Ted Cruz won 23 delegates, while Marco Rubio and Donald Trump won one delegate each. Four Wyoming delegates attended the national convention as uncommitted delegates. Ballotpedia was not able to identify which candidate Dockstader was bound by state party rules to support at the national convention or if Dockstader was one of Wyoming's four uncommitted delegates. Delegates from Wyoming to the 2016 Republican National Convention were elected at county conventions in March 2016 and a state convention in April 2016. Delegates elected at the state convention were self-nominated or nominated by a Nominating/Elections Committee. Delegate candidates, prior to their election, were required to indicate if they supported a specific presidential candidate or were uncommitted.

Wyoming had 29 delegates at the 2016 Republican National Convention: 23 at-large delegates, three congressional district delegates, and three national party leaders (identified on the chart below as RNC delegates). Wyoming's RNC delegates were not bound to support the winner of the state's caucuses. All other delegates were bound to support the preferred presidential candidates listed on their intent-to-run forms unless they were elected as an uncommitted delegate. Wyoming did not use a presidential preference poll to allocate and bind delegates in 2016.
