Duggan ran for election to the Orphans Court of Garrett County.
General: He faced Everett B. Deberry (write-in), Fred Sanders, Dave Beard (write-in), and incumbent Judge H. Wayne Wilt in the general election on November 4, 2014, and won with 13.3 percent of the vote. Candidates competed for three open seats.Though official results had not yet been counted, as of November 13, 2014, Duggan had enough votes to be declared the winner of one of the open judgeships, according to Garrett County Election Director Steve Fratz.[1][2]
