Political philosophy
Shepherd provided the following description of her political philosophy to Ballotpedia:
| “ |
"My decision to run for office is similar to my stance in my previous campaign in 2014, which is to provide a necessary change. However, in 2018 providing change is not the only thing that has inspired me to run. In light of the current political climate, I’ve decided to run to accomplish a dream that most parents of Millennials have for their children – to see us change the world. Our country and especially our young people are in need of inspiration. Through my campaign platform, I hope to provide not only necessary change but also motivate other young people to become more involved and active in all levels of government. My campaign platform has been formulated to address challenges and issues for District 10 and the State of Ohio as a whole. First, I would like to advocate for making Ohio 4-year public universities free for residents. By doing so, we can grow the population of the state and attract large companies by offering a broad talent pool to meet their employment needs while generating more opportunities for economic development. Not to mention provide our young people with the opportunity to move forward into adulthood without the burden of student loans. My second stance is to propose new legislation for new and more aggressive state and local environmental protection for our waterways. Significant change can be made by working with other surrounding states of the Great Lakes to propose collaborative legislation to clean and protect our freshwater sources. If we share the problem we can all share the benefit. My third stance for this campaign is to propose additional legislation and budget expansion to address the crises of exploitation among our young people. The current Governor of Ohio has taken a firm stance on decreasing exploitation and human trafficking. However, we are still in need of additional programs and legislation that not only help victims recover but provide awareness and education on preventative measures. Some may call my ideas imaginative, but if one dares not dream, then one cannot expect a better society to emerge.[2][6] |

2014
Shepherd submitted the following description of her political philosophy to Ballotpedia in 2014:
| “ | I have chosen to be pro-active in taking a stance to provide the residents of district 10 with a candidate that is passionate and invested in the community, and has a strong desire to be a civil servant and advocate for the people.
District 10 is among other districts in Cleveland that is suffering with food insecurity and homelessness. The resources provided to take care of those residents who need assistance, can be used more efficiently and effectively. Through policy making and repurposing of the annual budget, it is my goal to provide a purposeful plan, which will decrease the percentage of those suffering from hunger, lack of proper nutrition, and homelessness. My platform is to remove policy barriers and repurpose resources to meet the basic constituent needs, such as food, shelter, and the betterment of his or her quality of life. As a candidate, I hold integrity, honesty, transparency, and ethics as high virtues for occupying a political office. Constituents should no longer accept or expect candidates who lack these characteristics. It is time to raise the bar of expectations. It is time to elect a candidate who represents the people of District 10. It is time to vote for change![1][6] |
