Carroll's website highlighted the following campaign themes:
“ | Education
- I will work to ensure that our children receive the best quality education. We must continue to evaluate the Kentucky (Common) Core system to make sure it is the best avenue to prepare our children for higher education or the work force. We must also find the means to ensure that our schools are properly funded and our teachers have the tools they need to succeed. We must support our teachers and, also, hold them accountable to high standards of performance. Economy/Jobs - I will work to make Kentucky a more business friendly state in order to bring more and better paying jobs to our region. I believe this can be accomplished by revising our tax codes and becoming a Right to Work state. Efficiency and Transparency - I will initiate and support efforts to make our government a model of efficiency and transparency. This will result in financial savings and improved faith in State government. Healthcare - It’s probably no surprise that I am not a supporter of Obama Care. Although I strongly believe all Americans should have access to health care we simply cannot afford adding the anticipated 300,000 residents to our Medicaid rolls in Kentucky. This law has already cost thousands of jobs and created hardships for many individuals and businesses in our state, and it will create even greater hardships on our residents and state government when federal funds go away in three years. I believe that the solution to healthcare lies in making insurance more affordable through free enterprise and competition between insurance carriers, tort reform, working to improve the health of our residents and putting our people back to work.[5][6] |

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
