An effort in Sacramento, California, to recall Mayor Darrell Steinberg was initiated in February 2021. Recall organizers filed for petitions but were rejected by the city clerk's office because Steinberg was not far enough into his term as mayor. City code requires an elected official to be six months into their current term before a recall effort can be approved for circulation. Steinberg reached six months into his term on June 15, 2021.[1][2]
Recall supporters
The recall effort was organized by The Sacramento Homeless Union, who accused Steinberg of not doing enough to open warming centers for the city's homeless during winter storms in late January. Warming centers were open on January 25 and January 27 but were closed on January 26, which saw the lowest temperatures of that week.[3][1]
Recall opponents
Steinberg responded to the recall effort, saying, "I’ve done more than any public official in Sacramento history to address the issue of people experiencing homelessness, but obviously we must do much more. I will continue my fight to get people indoors through whatever means necessary."[4]

Recalls of local officials in California start with notices of intent to targeted officials. Each notice requires signatures from 10 city residents, the name of the targeted official, and reasoning for the recall that cannot exceed 200 words. A copy of the notice is delivered to the city clerk, who publishes the notice in at least three public places. Targeted officials have seven days following receipt of their notices to issue statements of defense. A recall petition can be circulated against each targeted official once the notice of intent is published.
Recall organizers filed for petitions on February 25, 2021. The city clerk's office rejected the petition filings because Steinberg was not far enough into his term as mayor. City code requires an elected official to be six months into their current term before a recall effort can be approved for circulation. Steinberg reached six months into his term on June 15, 2021.[1] Petitioners would have needed about 27,000 signatures to put the recall election on the ballot.
