The August 26, 2014, general election in Duval County featured three seats up for election. Two races were determined in the general election. Incumbent Paula D. Wright defeated challenger Darryl Willie in the District 4 race. District 6 incumbent Becki Couch won re-election without opposition.

The general election determined if candidates for each seat could garner a majority of the vote total. Because no candidate received 50 percent plus one of the general election votes in District 2, the top two vote recipients advanced to the runoff election on November 4, 2014.

The District 2 race featured four newcomers running to replace incumbent Fred Lee, who did not file for re-election. Scott Shine and Samuel Hall advanced to the runoff election. Hall led by just two votes over Theresa Graham for second place in the general election. A recount was held which ultimately found Hall the second place winner with a four vote lead over Graham.[2] The fourth candidate, Shannon Russell, was defeated in the general election.

2014

Willie's campaign website listed the following themes for the 2014 race:

Why School Board?

The students of District 4 need representation that can balance urgency and long-term vision to ensure we are moving forward today as well as setting us up for future success. We need accountability, innovation and true collaboration. These pillars will lead to a focused and balanced approach to the board position that will put kids at the center. Having a critical decision maker that can use inside perspective as well as outside context will be the catalyst for increased student achievement in District 4 and the entire county. Here are some of my priorities...

Early Childhood Education

Our kids need to start kindergarten on the right track. As a board member, I will push for more high-quality preschool seats within DCPS. I will also partner with preschool programs outside of DCPS to ensure our future students are set up for success.

Recruiting, Recognizing & Developing Great Leaders

Great schools require outstanding leaders at all levels. As a board member, I will ensure we recruit, recognize, develop and retain top teachers, principals and administrators. Our kids deserve the best leaders, and our staff deserve the best professional development.

College Preparedness

In my role as a college administrator working directly with first generation college students, I saw that many of their high schools had not adequately prepared them for higher education. As a board member, I will ensure that DCPS builds and fosters programs that help close the gap between high school graduate and college student.

Community Engagement and Collaboration

Here in Jacksonville, we have great organizations working to improve our community. As a board member I will be a conduit that brings existing advocates and potential partners to the table. It will take all stakeholders doing their part to take our schools to the next level.

Accountability

If our kids and teachers are graded for results, everyone else at DCPS must be held accountable for success. As a school board member, I will ensure the Superintendent and the cabinet are held to the implementation of our strategic plan. We will also create a school board report card with clear measurements and benchmarks for success so the community can track whether or not we are reaching our goals.

Innovation & Technology

In order for our kids to succeed, we must prepare them with critical skills: technological literacy, problem solving, and collaboration. We must ensure your tax dollars go directly into classrooms that prepare our students for the careers of the 21st century.[4]
