Manning graduated from St. Johns University School of Law and the Judge Advocate General's Legal Center and School.[1]
Career
Manning's professional experience includes serving as a lieutenant colonel in the Army, working as a judge advocate. He has also worked in the attorney general's office in Tampa.[1]
