Dave Dalby served in the U.S. Marine Corps from 1993 to 2021. He earned a bachelor's degree from Oregon State University in 2002 and a graduate degree from the University of Oklahoma in 2020. Dalby has been affiliated with Veterans of Foreign Wars and Idaho 2nd Amendment Alliance.

Who are you? Tell us about yourself.

My name is Dave Dalby. I am a retired USMC Lieutenant Colonel, and I am now running for State Representative for Idaho District 6. I spent 28 years on active duty with the Marine Corps while my wife and I also raised a family. In 2015, we fell in love with the Palouse region in northern Idaho when visiting while looking for a place to call home. In 2021 I finally retired, and we have been "on deck" ready to continue service in the local community. We both volunteer with a local church and the local community center and are involved with the county Republican Central Committee.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

• Our government spending and growth is very concerning, especially post-pandemic. We need to wean ourselves off federal dollars and balance the entire budget not just the state budget.
• We need transparency and simplicity in taxation and every citizen should be able to easily understand where their taxpayer money is spent in government services.
• Parents deserve the ability to send their children to any school that supports their moral beliefs without government provided financial incentives to pick a particular school.

What areas of public policy are you personally passionate about?

Protecting individual freedoms.

Protecting property rights of homeowners, small business, farmers, and ranchers.
Preventing abuse and overreach of government authority.

Simplifying and making government funding and structure transparent.

What characteristics or principles are most important for an elected official?

I think it's critical for elected officials to have personal integrity. We also must exercise courage to prevent compromising our integrity during the campaigning process which is incredibly easy to do. We need to be able to answer questions directly without sidestepping or using vague language.

What qualities do you possess that you believe would make you a successful officeholder?

I am a Christian and believe Christian values are what made our country great at its founding.
I am personable and build meaningful relationships, but I also hold my position firm on matters that are most important and grounded in principle.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

While this is not the first historical event, it is the most relevant. I remember the Soviet Union collapsing and Berlin wall being disassembled. Former Soviet Bloc countries in turn dismantled their communist governments, many instituting democratic forms of government instead. The cold war was over, and the feeling was euphoric as if we might actually achieve something akin to world peace. Almost three decades later, I had the opportunity to be stationed in of those former communist nations. It was eye-opening to see how they were still dealing with corruption and the despicable vestiges of communism which had been absolutely ingrained in their culture. You could see the passion in the new generation and some courageous members of the old guard fighting, but the corruption was alive and well. Many people think this threat is obsolete in our country, but if you look closely and carefully behind the scenes, you can see that those who propose this form of authoritarianism simply took a different, more patient approach and are still pressing their agenda in more subtle and gradual ways.

What do you believe is the ideal relationship between the governor and state legislature?

The legislature needs to remain independent of any undue influence from the executive branch.

Do you believe that it’s beneficial for state legislators to have previous experience in government or politics?

They need to have experience in demanding occupations that require them to have the courage to stand up for something. They need to have grounded principles and adhere to them.

Do you believe it’s beneficial to build relationships with other legislators? Please explain your answer.

Absolutely. It's important to understand, though, that building relationships is much different from trading votes or compromising on core principles. We need our legislators to be able to make convincing arguments for the matters under consideration, be able to listen to each other, and most importantly be able to disagree with each other and not hold grudges.

Both sitting legislators and candidates for office hear many personal stories from the residents of their district. Is there a story that you’ve heard that you found particularly touching, memorable, or impactful?

I've heard of many stories of elderly being outclassed in their ability to keep up with property taxes due to market fluctuation. Although we have a program for property tax relief, it often fails to keep pace with the market and invites constant government meddling in the economy to make adjustments. We need a local tax system that doesn't tax wealth until you die and doesn't hide the tax burden from 2/3 of the population.

Should the legislature oversee or grant the use of emergency powers?

Yes.

What are your views on financial transparency and government accountability?

We need it and we don't have it. Yes, the information on the budget is made available for public viewing if you dig hard enough, but our state government budget is so massive and convoluted, it does not serve the people by allowing them to easily understand it.
