Biography

Dave Ennis was born in International Falls, Minnesota. Ennis earned a bachelor's degree from Duke University in 1975 and a graduate degree from Harvard Business School in 1979. His career experience includes working as an engineer.[1]

I’m running because we have to fix the messy system of the past 30 years.

Our unsustainable policies resulted in an economy that displaces existing workers when their livelihood is disrupted and jobs move out.

We have imported high wage talent for decades, growing population, driving housing prices up and local businesses and workers out.

I believe we need to address issues that affect everyone in the district, such as more affordable housing that can sustain the people who live here at an affordable price, and supporting infrastructure funded through federal and state grants.

We have a homeless problem and unsteady funding for the homeless community resulting in chaotic support and jerky band-aid support.

We need to amend prop 47 to stop retail theft. We need a business friendly environment to provide economic support and encourage entrepreneurs and small businesses, so they can profitably and safely generate higher wage jobs for the local population.

I have decades of executive aerospace experience, an MBA, and I'm a Professional Engineer. My mantra is identifying effective solutions and finding funding to execute them.

We can apply for and win federal infrastructure grants to sustain our communities while reducing the burdens on local taxpayers.

For the past 5 years I've been involved with winning FEMA Grants to mitigate damages from disasters. I can help to apply for and win Federal Funding for Infrastrucure Risilience. www. ennis2024.org

  • Housing

    We have very little supply and excessive demand;

    Prices are up, mortgage rates are high, and first time buyers are overwhelmed.

    We are losing high earning taxpayers while we condone undocumented immigration.

    Relaxing zoning regulations and increasing supply of affordable housing are mandatory to a healthy and growing economy.


    We need to re-think high density and multi-story housing alternatives

    and build in environmentally sustainable areas where power, water and sewer are available and floods and wildfires are unlikely.

    Increasing housing density to absorb demand at affordable prices seems to be our best alternative.

    Creative architecture should be encouraged to provide a welcoming atmosphere with high density;


  • Homeless The web of nonprofit organizations in this District is inspiring, but funding is unsteady. Local non-profit organizations are best suited to identify the needs of the local population and to improve the delivery of essential services. The governors’s recent budget uses accounting gimmicks reducing or delaying spending for housing and homeless. The budget cuts steady funding making it more difficult for non – profits and government agencies to plan, execute, and sustain recovery. At the State Level we need to support funding from the state and federal grants and help non profits raise money while looking for ways to do more with less. We need to address the root causes, and take corrective action at the local level
  • Fiscal Discipline The California State Budget has increased by 9% per year over each of the past 7 years, from $167 Billion to over $300 Billion. A deficit of $68 Billion is expected this year, and at least $30 Billion in each following year. $68 Billion spread among 70 Congressional Districts means we need to cut $1 Billion in each District, not add more costly items. This is not business as usual. We need to prioritize, protecting programs that help our economy, provide resilient infrastructure, educate the next generation and reduce crime, while we are forced to choose and slash programs that won't work, don't work. or can't work as well. It's time to separate what we need from what we want. We have no choice
We need to repeal Prop 47

We need to We need to support the victims more than the criminals
Small business owners, customers, and employees need to thrive in a safe environment.
We need effective law enforcement from the District Attorney's office to the police on the beat.


Drugs


We need to reduce the number of addicts with continued effective treatment leading to recovery.
We need to stop the Fentanyl at the borders, Mexico, China, and elsewhere.

Police

We need to hire, train, and support our police and encourage programs to restore trust in the community, support our officers, and protect our citizens.

Create legislation to uplift and support individual prosperity.

Open debate and participation from all Senators and Congressmen. We have had a monolithic Democratic machine for the past 10 years.
We have far too much experience and not enough tolerance from independent thought.
Repeal Prop 47, restart and do it right, punish criminals
It is essential, and poorly managed at present. We have gimmicks, flip-flops, and resultant chaotic revenue streams from poorly tracked and unattended tax receipts, especially from the wealthy, and we have no plans to try to discourage flight from our biggest taxpayers.
