Dave Obrand was born in Los Angeles, California. He graduated from Torrance High School. He earned an associate degree from El Camino College in 2005, a bachelor's degree from UCLA in 2008, and a law degree from the University of Arizona College of Law in 2013. His career experience includes working as an attorney.[1]

I was born and raised in Southern California. I am a proud husband and girl-dad. My father was a legendary public school teacher in Los Angeles and my mother, an immigrant from Nicaragua, worked hard to support her mother and siblings’ arrival in America before building a successful professional career. I am the product of California public school through college. I played football at El Camino College before transferring to UCLA and earning a BA in History. At UCLA, I was highly involved in the official student-run charity, Unicamp and played rugby. I then earned my JD from the University of Arizona. I have been practicing law for more than a decade as a litigator and advisory attorney, and have received professional recognition multiple times by the publication Super Lawyers. I am currently a deputy in the Office of County Counsel, proudly serving Orange County. In that role, I previously advocated for the most vulnerable members of our community as a trial attorney on the Child Protection Unit. Prior to joining County Counsel, I represented an area of passion for me as outside counsel for California school districts where I had the opportunity to clarify laws which protect public schools.

When I think about policy, I prefer to begin with principles. For me, fundamental principles that I follow in all areas of my life are fairness, honesty, and supporting those around me. These shape the policies that I develop and support. With that, I have developed the following policy goals about which I am passionate:

1. Equity in public education and support that sets students up to succeed as adults. I believe strongly that the policies we make today impact our youth the most, and so I believe in making policy to support them in the future.

2. Adequate healthcare for all, including comprehensive reproductive healthcare that promotes healthy treatment that respects people's personal life choices.

3. Building a clean energy infrastructure that maintains and creates jobs in the energy sector and sets California up to prosper in the future. I also believe in reforestation and the protection of green areas and wetlands.

4. Support for workers and working families, including fair livable wages, worker protections, and access to suitable housing. This also includes taxation that taxes large corporations and the wealthy fairly so that supports are in place to ensure workers are able to remain working, seek advancement, and continue to support their families. As for housing, I am particularly passionate about efforts for social housing initiatives.

5. Greater transparency in politics and policy-making.
My hero is clearly my dad. He was born and raised in Southern California also, but unlike me, he never left (I did three years of law school in Arizona). He was a devoted public school teacher for four decades. Throughout my life, I heard stories about how my dad so positively impacted so many of his students, including being a father-figure for many. He walked students down the aisle, testified on their behalf in court, wrote countless letters of recommendation, and almost always was a positive voice of support for even the most disinterested students. Dad was tough as a teacher and a parent, but he was always fair. Dad went out of his way to try to get to know anyone he encountered but especially his students. That allowed him to understand his students' strengths and deficits, which allowed him to cater his teaching, discipline, and interactions with his students to best help them achieve success. The test scores in his classes speak for themselves. But the stories show that while Dad often pushed students past their comfort zones, his expectations were almost always within reach, and students appreciated that someone was willing to believe in them enough to help them achieve extraordinary success.

He was also an incredible father. Dad never missed my brother's tennis matches or my football games and track meets. He often watched practice. He helped us with homework, taught us how to tie a tie, and was always there when we needed to talk. He was selfless but also incredibly motivated to accomplish. To that extent, Dad was also a recognized sports historian whose contributions were credited in numerous sports publications. He passed away from cancer in 2022 and is a huge inspiration for my campaign.
To be involved in the community to learn the collective needs and pursue policy to address those needs honestly and respectfully.

Yes, I think it is important to have a working understanding of government and/or politics, although I do not believe that solely comes from working specifically in electoral politics. In my case, I have focused my law practice on representing and working directly for governmental agencies. This includes specifically working with officials who acquired their positions through the electoral process and those appointed by elected officials. My experience includes litigation and advice relating to elections, ballot measures, governance, applicability of statutes, and conflicts of interests, among many other areas.
Yes. First of all, legislators must be able to work together to accomplish the objectives of the body. In order to moved forward in a democracy, there must be a level of trust, and trust can only be earned, usually through relationship building and demonstrations of honesty. Second, the best ideas are developed when people share with each other and collaborate to fine tune details. Lastly, there is so much to learn from people. For legislators, that means younger members can learn about legislative strategy from more senior members. More senior members can learn about burgeoning issues from younger members. Those are simple examples but show how building and nurturing relationships makes us all more well-rounded, and in the arena of elected politics, better able to represent our constituents.
Yes. In a Democracy and in this form of representative government, compromise is both necessary and desirable. One reason I begin any policy discussion by laying out my principles is because not everyone will agree with all my policies but I will represent all people in my District. My principles let voters and constituents know what my goals are and the policies I advance support those goals. I also believe policies are made in a moment of time based on a number of factors, but principles remain more or less unchanged. That means, I am open to discussions on policy and changing my mind as I learn more or circumstances change. Nonetheless, I will continue to work toward fairness with honesty and a specific intent to positively impact my community. That also means, I am open to compromise with the opposing party and even within my own party, but I will not compromise my principles.
