Biography

David Bishop lives in Arnold, Maryland. He graduated from Severna Park High School in 1999. Bishop served in the U.S. Marine Corps. He earned a bachelor's degree in government and social sciences from Campell University. Bishop’s career experience includes working as a small business manager.[1]

What would be your top three priorities, if elected?

Election and campaign finance reform, reducing federal overreach, proposing a constitutional amendment to authorize yet limit the EPA.

What areas of public policy are you personally passionate about?

Congressional term limits, Constitutional authority, criminal justice reform to ensure victimless crimes are repealed and violent offenses are punished approximately.

Who do you look up to? Whose example would you like to follow, and why?

Georg Washington, James Madison, County Jonas Jefferson, Teddy Roosevelt, JFK, Rand Paul and Larry Hogan Jr. Even when I disagree with them, I respect them, their patriotism and willingness to work in a non-partisan way.

Is there a book, essay, film, or something else you would recommend to someone who wants to understand your political philosophy?

The Federalist Papers by Madison, Jay and Hamilton are my go-to resource for understanding federal policy.

What characteristics or principles are most important for an elected official?

1. Honesty- do what you say you're going to do. 2. Consistency- hold true to your values that you have demonstrated to your district. 3. Representing the people over special interests.

What qualities do you possess that you believe would make you a successful officeholder?

I believe I can deliver the Honesty and consistency that I mentioned above. I don't take special interest money, so there is no reason to put anything above the people's needs within constitutional congressional authority.

What do you believe are the core responsibilities for someone elected to this office?

Keeping the presidency and the executive branch in check and accountable to the people, not corporations.

What legacy would you like to leave?

I would like to be known as one of the people who helped give the constitution and power back to this nation as a citizen legislator. To serve no more than 6 years in the house or 2 terms in the senate, then go back to civilian life.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

The first event that I remember was the Challenger explosion. Space exploration was something that, although American lead, was unifying for the World, and we all felt the tragedy together.

What was your very first job? How long did you have it?

I swept hair at a barbershop in Severna Park between 9th and 10th grade. It taught me that I had to choose a path for myself, to follow legitimate avenues in life, or follow a more dangerous path. I learned that I needed to make that choice for myself, even when pressured to do something "wrong" by an "authority" figure. Needless to say, I chose the legitimate path.

What happened on your most awkward date?

There are so many awkward moments to choose from because I was an awkward teen around females. Probably any time I found myself stumped with no idea what to say. That isn't a problem for me today, as I tend to be more vocal than I probably should be.

What is your favorite holiday? Why?

4th of July! When I feel I can actually show the pride I have for being American. Although it is more difficult when we are so divided recently.

What is your favorite book? Why?

Anything Star Wars. It has been an inspiration for me in its depiction of resisting the authoritarianism of an evil empire that focuses on greed.

If you could be any fictional character, who would you want to be?

Captain America. To always decide to do the right thing, for freedom, no matter the odds and no matter what it means for yourself, that is what it means to be an American Hero and patriot.

What was the last song that got stuck in your head?

"I'm Just a Bill" has been stuck in my head all day.

What is something that has been a struggle in your life?

Saving. I have always been able to stay ahead and ensure I can find ways to pay for the most important things, but other than retirement, it is difficult to just save money on a below average salary.

What process do you favor for redistricting?

I would prefer to see non-partisan committees draw lines that can be as closely condensed into existing sub jurisdictions as possible. Using city, county, Parrish and other lines to create the primary district boundaries would be best. Then keep any deviation from those boundaries as condensed as possible.

What qualities does the U.S. House of Representatives possess that makes it unique as an institution?

The fact that we have an opportunity to change our representation every 2 years is remarkable. Some districts choose to stay the course (for far too long) while others change, thus shifting our governmental and international priorities to adapt to the population. This is considerably different in its influence from the Senate and the Prwsidency, and important in representative democracy.

Do you believe that it's beneficial for representatives to have previous experience in government or politics?

It can possibly be beneficial, but it is NOT necessary. Our government was intended to be a government of the people, where an average person with real world experience is able to help our nation stay ahead. We should not be run by professional politicians and bureaucrats.

What do you perceive to be the United States’ greatest challenges as a nation over the next decade?

Domestic economic policy. We are headed towards a global economy and we need to establish how we will manage that while staying focused on individual liberty. We cannot take economic power from individuals simply because the world is becoming smaller from an economic standpoint.

If you are not a current representative, are there certain committees that you would want to be a part of?

Small Business, Oversite and Reform, Veterans Affairs, Budget

Do you believe that two years is the right term length for representatives?

Yes. It was intended to create a decent flow for the fickle minds of all of us as citizens.

What are your thoughts on term limits?

We need to establish 3 terms in the house and 2 terms in the senate. Capping out at 18 years total so there is no government paid pension except a basic 401k

If you are not currently a member of your party’s leadership in the U.S. House of Representatives, would you be interested in joining the leadership? If so, in what role?

I have learned that I am not an executive. I am a good collaborator and policy writer. I can lead a small committee, but I would not be a party leader, except by default if I am the only Libertarian in the House.

Is there a particular representative, past or present, whom you want to model yourself after?

There isn't. Although I respect Rand Paul and appreciate his willingness to buck the party line, I would prefer to create my own legacy as a "Comstitutionally Progressive Libertarian".

Both sitting representatives and candidates for office hear many personal stories from the residents of their district. Is there a story that you’ve heard that you found particularly touching, memorable, or impactful?

I talked to a resident in Arnold who had been going through a divorce. His wife at the time had taken their daughter overseas to Europe on a "vacation", with no intent to return. Due to certain laws, he has not seen his daughter in over 2 years except briefly and has no opportunity to fight for custody within the US because the daughter currently resides in the other country. It is heartbreaking and just one part of the reason it is so important for us to have good international relations with all nations of the world.
