David Folsom was an Article III federal judge for the United States District Court for the Eastern District of Texas. He joined the court in 1995 after being nominated by President Bill Clinton. Folsom was the Chief Judge of the court, taking over the role as the court's lead judicial administrative officer from Thad Heartfield, from 2009 to 2012. He retired from the court on March 17, 2012.[1]

Education

Folsom graduated from the University of Arkansas in Fayetteville with his bachelor's degree in 1969 and later graduated from the University of Arkansas School of Law with a J.D. degree in 1974.[1]

Professional career

Folsom started out as a private practice attorney licensed in Texas and Arkansas from 1974 to 1995. Folsom served as a deputy prosecuting attorney in Layfayette County in Western Arkansas on the Texas-Arkansas border from 1978 to 1981.[1]

Judicial nominations and appointments

Eastern District of Texas

Folsom was nominated by President Bill Clinton on January 11, 1995, to a seat vacated by Sam Hall who assumed senior status. Folsom was confirmed by the Senate on March 17, 1995, and received commission on March 17, 1995.[1] Folsom became the Chief Judge of the court effective January 1, 2009, served until 2012.[2] He retired from the court on March 17, 2012.
