Campaign themes

2014

Garland's campaign website highlighted the following issues:[1]

Responsible Development

Excerpt: "David advocates applying the principles of responsible development to “the Dump” (the Marine Transfer Station at East 91st Street and the East River), the Second Avenue Subway project, the Cornell-Weill Technology Center on Roosevelt Island, and affordable housing. David believes that New York has always been a city of growth, change and development, but proposes to balance those goals with the needs of residents living in the directly-affected neighborhoods."

Education

Excerpt: "For the long term, David will advocate for comprehensive public school facilities in future large scale development projects as a requirement of developers seeking the 421–A abatement. He will also fight for the delivery of that space to be “finished” and include appropriately dedicated space for physical education. In other parts of the city, developers have delivered “raw” space for public schools, which has done little to alleviate the financial burden on the Board of Education."

Quality of Life

Excerpt: "A wide variety of issues currently affect Quality of Life in the 76th Assembly District. David has innovative proposals to effect small changes that, in total, will greatly improve daily life for residents."

Taxes

Excerpt: "As State Assemblyman, David will focus on trying to increase the pool of taxable income rather than raising taxes and ultimately diminishing revenue. His focus will be on creating jobs and attracting more businesses to New York City. David wants to create a better balance of industries in a private sector that still relies too heavily on financial services, which has undergone fundamental shifts in its business model in the past five years. Many New Yorkers are leaving the city because they have given up on finding work and/or the cost of living is too high. David believes this trend has to be reversed or New York City will move toward a far worse position than it has seen in the last twenty years."

Equality

Excerpt: "As David wrote in his Personal History above, he holds the principal of equality as one of his core beliefs, and as something he will fight for tirelessly. David is a proud New Yorker, and a great source of that pride is the spirit of determination and opportunity that epitomizes New York. He believes that every individual, regardless of gender, sexual orientation, race, age, country of origin, religious belief, or economic status, should be provided with the same opportunities to live, work and pursue their dreams in the City that Never Sleeps."
