David Ham represents the great people of District 5 as a City Councilman for the City of Goldsboro. David is a Goldsboro native and served in the United States Army. David is a retired US Infantry Officer and was stationed at Fort Bragg. When he retired from the Army, David moved to California. There, David met his wife Betty and worked for Apple, Inc. David and Betty reside in Goldsboro where they are very involved in their local church and community. David is also, by self-definition, an avid UNC Tar Heel fan!

Quality of life; one of the most important issues to me is providing the enjoyable quality of life that we all want. Some of the things that affect our quality of life are the responsibility of ourselves. Others are the responsibility of the municipal government where we reside and it's leaders. Infrastructure; the city and it's leaders are responsible for providing a functional infrastructure that includes, but is not limited to, safe and well maintained streets, sidewalks, and street lighting. Providing safe, clean water, and a well functioning sewer system are two other very important functions. Police support; living in a secure environment is the most significant service the city and it's leaders can provide. The critical part of that security is a fully manned, competent, well paid, well trained, and equipped police force. The police force must be visible in the community and must gain the support and respect of the citizens. Throughout my time as a City Councilman representing District 5 in Goldsboro, I have made this goal a priority. City services; We often take for granted the goods and services the city provides us. We go about daily routines accepting that the garbage will be picked up as scheduled, that the water we drink is going to be safe, the streets we drive on will continue to be maintained and the traffic lights will function. As with other services from municipal government, I strive to ensure these activities function to the highest standards.
