Biography

David Hooven was born in Nashville, Tennessee. He served in the U.S. Army. He earned a bachelor's degree from Middle Tennessee State University in 1970. His career experience includes working as an educator. He has been affiliated with the Donelson Fellowship, Men of Valor, and Cure Inc.[1]

I have been a Tennessean from birth. Worked in Knoxville to Memphis. My principal residence is in Nashville TN. I am a military veteran serving in the United States Army as a Captain, Airborne and instructor.

My desire is to help as many people as possible by offering my services in public office. I have donated financially to many organizations and worked to assist people with housing, recovery and mentoring.

I am ask, "What qualifies you to run for this office"? My reply is, I have 76 years of watching the professional politicians and seen what they have accomplished. They have done some great things, however MOVING TENNESSEE FORWARD some improvements must be made. I will surround myself with expertise in areas I am not versed in. I don't have to know it all to have people that specialize in each area that know it backwards and forwards.

We must decide on an individual level how we want to live. Fear, danger, and doubt are the killers of hope. We must all decide to stop the hate, distrust and anger and become people who seek a better way to communicate. There is a wonderful thought I heard a long time ago, "Seek first to understand" I know I can't do this unless I listen to the other person and I it very hard to listen to them if they are yelling at me. A great way I have found to do this is to ask myself " Is this the way I would speak to my most loved individual"?

  • Communication in a civil manner. It seems most of us are yelling to be heard and all that does is push those we wish to influence further away.
  • We must join together and provide our educators the tools to teach financial accountability to the next generation. A State wide program will propel our people to new heights.
  • I have designed better way to reduce the number of people leaving jails/prisons with no hope. The costs of human life and financial burden with be unsustainable if new programs are not instituted.
Education focused on life issues are not being taught. This has created a massive number of people with large debit, causing foreclosures, repossessions and court cost.

Creating a total plan for those coming out of incarceration with a solid plan for Hope and life. This will be done by educating parole officers, courts and the community concerning these people. This is not an easy out program. It will require work and accountability.
I admired JFK and Ronald Reagan as examples of strength in our nation, however they pail when compared to my Lord Jesus Christ. His teachings still guide us through every turn in life good or bad. The foundation of Love is expressed in every book of the Bible and could bring or nation together if we would humble ourselves to Him and treat others as we wish to be treated.
The Battle Field of the Mind by Joyce Mayers. All of us battle daily with decisions, actions and thoughts. Unless we are aware of the forces coming against us we are available to make bad decisions. I have taught these principals in prisons and seen men change for the better. Not because of me or the book but because of the principles it teaches.
Honesty, integrity, accountability and a foundation based on principals that do not change i. e. the Holy Bible.
The ability to listen, learn and express myself in a positive way. I believe my pride is to be placed off the table and hold every person in high esteem. Seek input form trusted colleagues and base my decision after weighing alternatives that best serve my State.
Insure all actions are good for my constituents, show financial and moral strength. Study each bill and the ramifications it will have on all parties. Have an open line of communication by establishing a hot line where anyone can call or text and voice their desires concerning how they are governed.
That I could be trusted, a man of my word and backed programs that made Tennessee better than when I volunteered for service.
The assassination of President John F, Kennedy. I was around 16 at the time. It was so tragic and unexpected. President Kennedy brought us through one of the most difficult times in our nations history.
I worked at many part time jobs growing up. Grass cutting, selling walnuts, imprinting books, making molds at a sigh company.

My first full time job was when I graduated college as I was commissioned as an officer in the United States Army. This is mostly a 24 hour job and as I was promoted to Captain after five (5) years of service.
The Bible is the instruction book for man/woman to prevent pain and suffering if it is followed. It covers every good and bad thing that can happen to a person. If followed the majority of all problems would vanish.

Unless you are a person that will let down you pride, like I had to do, this book will not make sense to you.

Accepting my failures in the past and learning from them, yet not letting them cause me to stop moving forward.

This is true in my being a husband, father, business man, and Christ follower.
A partnership of respect and weighing what is best for the State not just some special group. A working relationship is critical to making our State the best it can be. When we can move from an adversarial position to one of lets work together for a good solution to our issues.
Becoming inclusive and kinder in addressing issues. Unless we, as a people, can come together without hate and prejudice, respecting each other and obeying the laws of the State we will have injustice.

A House Divided Can Not Stand!
There are advantages and disadvantages to this question. It seems the longer a person holds a political office the worse their decisions become. It is so easy to think they/I am in charge, my power is over others not to serve others.

In my case, I have seventy six years of experience. I am outside the political arena therefore I must surround myself with talent in every area I am involved. The man or woman who thinks they know it all, as we have seen. tend to make very bad decisions for the populace. I believe we should never stop learning and listening to others ideas weather I believe the same or not. Only through listening to good advice can we make good decisions.
I believe I must make and build relationship with ALL legislators. Each person has reasons for what they do and how they do it. If I can work together on bills and programs we can be a better State House. We will even agree to disagree on some points, however if we can seek common ground we can move forward.

I must first seek to understand the other persons reasons for their position in order to attempt to reach agreement on important legislation.
I believe Winfield Dunn and John Siegenthaler were great statesmen. They were clear on their beliefs and stood by them.
Not at this time. If I do a great job and am in good health I may consider other options.
My friend decided the best way to honor our police was to just bake some cookies and take them to her local police station. She has done this for some time and the officers truly appreciate her thoughtfulness. When I think of her I think how everyone of us can make a difference in someone's life with very little cost.

Yes, emergency powers must be specifically defined and length of time fixed. This is a very dangerous power as opinions of what constitutes an emergency is very subjective. Only with specific constraints can such power be available and major oversite by members of all parties must be included.
Yes, there are many sides to every issue and unless they violate my core beliefs I will make concessions as long as I get concessions in return.

Often it seems the issues are seen as we win you lose when the better solution is we all win.
The Financial Equality Bill

This will set specific standardized instruction concerning students learning how to manage their personal finances. This bill would be developed with the recommendations of a group of professionals from organizations that specialize in the field of personal finance.

The success of this program will reduce bankruptcy, repossession of homes and cars, lower divorce rates, fewer court costs and more financially secure people that will not rely on the government to support them.

Judicial Reform with my plan we can reduce the circle of failure to succeed in life out side the walls.
