David Kellogg Cartter (1812-1887) was a federal judge and the chief justice on the United States District Court for the District of Columbia.
He was nominated by President Abraham Lincoln on March 10, 1863. He was confirmed by the Senate on March 11, 1863, and received commission that same day. He served until his death on April 16, 1887.[1]
