Lillard is a tax attorney with more than 25 years experience in the fields of public and private finance, municipal law, health care, tax law, and mergers and acquisitions. He is listed in several editions of the Best Lawyers in America, including the 2009 edition preceding his initial election as state treasurer.[5]
Biography
As an attorney, Lillard worked with the Burch Porter & Johnson firm in Memphis, Tennessee. From 2002 to 2009, he was a member of the Shelby County Board of Commissioners, the elected body of the Government of Shelby County, Tennessee, and was the chair for 2007 and 2008. From 1993 to 2002, he was an election Shelby County Election Commissioner. He was a member of the Memphis Economic Club for at least 20 years, and an officer in the Memphis-area affiliates of the Susan G. Komen Breast Cancer Foundation.Cite error: Closing </ref>

Lillard was born in Ft. Rucker, Alabama, and raised in Tennessee. He graduated from the University of Memphis with a bachelor’s degree in 1977, and again from the same university with his law degree in 1980. He graduated with his LLB (tax law degree) in 1983 from the University of Florida. He is a member of and has been a Sunday school teacher at the Christ United Methodist Church in Memphis.
