David Malpass is the president of Encima Global, "an economic research and consulting firm serving institutional investors and corporate clients."[1] Malpass was also a member of Donald Trump's presidential transition team, a group of advisors tasked with recommending presidential appointments for the incoming administration.[2][3]
Career
Early career
Between 1977 and 1983, David Malpass, accroding to his bio, worked as a CPA in Portland, Oregon, with Arthur Andersen, a Chicago-based accounting firm. He had also worked as the controller for the Oregon-based plumbing firm, Consolidated Supply Company and the Portland-based steel foundry, ESCO.[1]
Political career
In 1984, Malpass was appointed, under the Ronald Reagan administration, as the deputy assistant Treasury secretary for developing nations.[3][1] Under George H.W. Bush, Malpass took up the position of deputy assistant secretary of state for Latin American economic affairs. It was under the Bush administration where he worked on the North American Free Trade Agreement (NAFTA).[3] He had also served as a senior analyst on taxes and trade for the Senate Budget Committee.[1]
In 2010, Malpass unsuccessfully ran as a Republican candidate for the U.S. Senate in New York.[3]
Financial and economic career
Until 2008, Malpass was the chief economist for Bear Stearns. Shortly thereafter, he founded Encima Global and served as the firm's president. Encima Global is a research and consulting firm that specializes in global economics and policy for investors.[4]
Board appointments
Malpass has served and serves on the boards of several organizations and councils, including the New Mountain Finance Corporation, UBS Funds, the Manhattan Institute, and the Gary Klinsky Children’s Center. He has also served as the director of the Economic Club of New York, the Council of the Americas, and the National Committee on U.S.-China Relations.[1]
Donald Trump presidential transition team, 2016-2017
Malpass was a member of Donald Trump's presidential transition team in his first presidential term. The transition team was a group of around 100 aides, policy experts, government affairs officials, and former government officials who were tasked with vetting, interviewing, and recommending individuals for top cabinet and staff roles in Trump's administration. He was tasked with overseeing economic issues and the Treasury Department.[3]
