Biography

David Norris was born in Fort Belvoir, Virginia. He earned a bachelor's degree from Curry College in 1990 and a graduate degree from the College of William and Mary in 1997. His career experience includes working as a nonprofit director, small business owner, founding executive director of People and Congregations Engaged in Ministry, founding coordinator of the Micro Loan Program, associate director of Madison House, founding board member for the Local Energy Alliance Program, the founding chair of the Charlottesville Citizens’ Committee for Environmental Sustainability, and member of the Public Housing Association of Residents advisory board, volunteer executive director of the Charlottesville-Winneba Foundation.[1]

As your state Delegate, Dave will continue his longtime advocacy for affordable housing, living wage jobs, racial justice, reproductive freedom, LGBT+ rights, quality schools, entrepreneurship, environmental sustainability, clean energy and fiscal responsibility. Among many other important causes, he advocated for peace, racial justice, economic opportunity and the rights of working men and women, often taking votes that he knew were unpopular but believed were right. A tireless champion for the underdog. RIP.

Bringing affordable housing, living-wage jobs and economic opportunity to all corners of the Commonwealth.
Our former Delegate, Mitch van Yahres, had a track record of working to right wrongs, even when it took years of effort and a great deal of political capital to do so - like his legislation to create a Public Defenders Office for our community. It was vetoed over and over and over again, but he persevered and ultimately prevailed. I've demonstrated that I have a similar capacity to bring about positive change in the face of significant obstacles.
Our politics today is mired in tribalism and polarization and I will work to find common ground and get good things done for the people.
I will propose creation of a Virginia Community Mental Health Corps - a robust infusion of new, prevention-oriented, culturally-relevant, community-based mental health resources in our neighborhoods, schools, shelters, etc. Virginia waits too long to assist people who are dealing with mental health challenges. We sit back and wait until they're in crisis before we intervene, and by then a great deal of damage has often been done and the cost to the taxpayers of stabilizing them is tremendous. Let's invest more in prevention and early intervention so that we can minimize damage, enhance public safety, improve mental health consumers' quality of life and save a great deal of taxpayer money.
