David Proctor
R. David Proctor is a federal judge on senior status with the United States District Court for the Northern District of Alabama. He joined the court in 2003 after being nominated by President George W. Bush.[1] From 2024 to 2026, Proctor served as chief judge of the court. He assumed senior status on January 1, 2026.[1][2]
Early life and education
A native of Atlanta, Georgia, Proctor graduated from Carson-Newman College with his bachelor's degree in 1983 and from the University of Tennessee College of Law with his J.D. in 1986.[1]

Proctor was nominated by President George W. Bush on May 1, 2003, to a new seat on the United States District Court for the Northern District of Alabama created by 116 Stat. 1758. The American Bar Association rated Proctor Unanimously Qualified for the nomination. Hearings on Proctor's nomination were held before the Senate Judiciary Committee on July 22, 2003, and his nomination was reported by U.S. Sen. Orrin Hatch (R-Utah) on July 31, 2003. Proctor was confirmed on a recorded 92-0 vote of the U.S. Senate on September 17, 2003, and he received his commission on September 22, 2003.[1][3][4] He assumed senior status on January 1, 2026.[1][2]
