David Redmon has been a Montana resident since 1989. Redmon earned a Master of Science in Accounting and Information Systems from the University of Maryland University College in 2017. Redmon retired in 2018 from the United States Army after 35 years of active-duty service in national intelligence and cybersecurity having received numerous awards and decorations, including the Army Distinguished Service Medal, Defense Superior Service Medal, Bronze Star, and Legion of Merit. Redmon served on the Command Team at United States Cyber Command, the National Security Agency, and the Central Security Service. Since retiring from uniformed service, Redmon was the Chief of Staff for a regional bank and on the Board of the Billings Community Foundation. Redmon currently serves as a Board Advisor of the Military Cyber Professionals Association and Quartermaster of Veterans of Foreign Wars Post 6774 (Billings Heights). He has been married for 40 years to Martha and together they have three children.
  • The future development of our city depends on maintaining safe streets and neighborhoods. Supporting local, state, and federal law enforcement in our community should not be a divisive issue. We need to get more officers on the streets, work with prosecutors and the courts to keep criminals off them, and to make sure small crimes don’t go ignored. Those who break the law should be appropriately held accountable.
  • As a neighbor, fellow taxpayer, and fiscal conservative, I am looking for a City Council that reflects our values and is accountable to us. Increased transparency is a critical need during this difficult financial time for our city. Our representatives need to have experience and exhibit "leadership that listens." We need to conduct a full budget review to ensure we are spending the people's money effectively and efficiently. The government should only be as big as it's needs to be to provide for responsible community growth and public safety. 
  • Billings can be a place where business thrive and families proper. Our city has the potential to attract new businesses, but that means encouraging growth without overregulation, and making sure development respects the needs of both businesses and the community. We must incentivize efforts to create more affordable housing while addressing the concerns of existing homeowners.
The growing tax burdens placed on property owners in Montana is not sustainable. Many families on fixed incomes are finding themselves unable to stay in their homes as a result. The city council, along with the county and local school board, must work with the State of Montana to find meaningful relief for property owners. Tax shifts and rebates don't address the underlying problems with our assessment and taxing methods. Every level of government has a role to play in helping their constituents keep more of the money that they worked hard for.
City Councilmembers must be disciplined to keep the size of local government as small as is neccessary to provide for public safety, city services, and responsible growth. They should be fiscally conservative and have experience building budgets and reviewing contracts. It is impossible to properly partner with the City Administrator without some practical experience in leadership and finance.

I am very proud to have had the privilege of serving most of my adult life in the Army and to be inducted into the Military Intelligence Hall of Fame in 2023. Our military services are comprised of people from all walks of life and diverse backgrounds that come together for a common purpose. It instilled in me the importance of loyalty, duty, respect, selfless service, honor, integrity and personal courage. I will be forever grateful for the opportunity to part of something bigger than myself.
