Biography
David Smith was born in Eugene, Oregon. He graduated from Sheldon High School in 1965. Smith has served in the United States Army. He attended the University of Oregon. Smith's career experience includes working as a real estate appraiser. He served as a member of the Appraisal Institute and earned a Certified Real Estate Appraiser designation.[1]

Hello...My name is David Smith. I was born and raised in Eugene. I graduated from Sheldon High School in 1965, spent 2 years in the U.S. Army (1 year in Vietnam), and returned to Oregon to attend the University of Oregon graduating in 1972 with a Bachelors Degree in Political Science. I moved to San Francisco and began a professional career as a Real Estate Appraiser. I returned to Oregon in 1998 and moved back into the same neighborhood that I grew up in. After 45 years of appraising property I retired in 2016. I have followed politics throughout my adult life. I see government programs falling short of their intended goals due to mismanagement and corruption. The problems that existed 30 years ago have had millions if not billions of dollars thrown at them but those problems never to to go away. It's time for common sense to be restored to government and a fresh look at the waste and abuse of Oregon tax dollars.

My professional experience is in Real Estate. The most largest and important investment to most people is their homes. Those property rights must be protected and government should not be allowed to encroach or chip away at those rights. The infrastructure needs to be maintained. The condition of our roads and streets, schools, public areas, buildings and parks must be fully funded. Our police and fire departments must be fully funded. If budget cuts are required those cuts must come from other programs. I do not support an ever growing tax burden on the people of Oregon. The best place for the dollars people earn is in their own pockets.
There are a few sports figures, a few politicians, and a few historical figures that I admire. Each one was special in their contribution to the planet but each one had human failings. I tend to look at their achievements, philosophy, and how they treated others as the things I would aspire to. At the same time I can learn from their failings but I choose look beyond their moments of weakness in life and realize that we are all human and no one is perfect.
No one has all of the answers to every problem they will face as a legislator. I believe each elected official has a responsibility to do the research necessary in order to understand a bill or legislation before voting on it. People are elected to office to SERVE ALL of their constituents and people of their state and not to RULE them. I believe elected officials should have the courage to say no, when it is necessary, regardless of party affiliation when proposals do not benefit the people or the state and are being pushed by special interests. Honesty, common sense, and moral integrity are characteristics I would hope each elected official would have when serving the people of our state.
I would like to be able to provide security for the senior retired population knowing that these valuable members of our society will be able to continue to live in the homes they spent their lives paying for. The property tax burden increases every year with more and more bond issues costing millions and millions of dollars. It's never ending and those on fixed incomes in many cases are paying 50% of their monthly Social Security Check just to pay for their property tax bills. The seniors may get a $15 dollar monthly increase every year but their property taxes can go up several hundred dollars a year. I want to fix that.
The first significant historical event I remember was the assassination of President John Kennedy. I was in high school at the time....the country was devastated by the news and we mourned for a very long time. It was like.....suddenly....the magic was gone.
I am from a generation that learned how to work at an early age. The majority of kids worked in the summer in the fields for local farmers. We picked beans, strawberries mostly. The money we made we used for the Lane County Fair. My first real job was loading hay bails onto a flat bed truck and taking the bails to a barn and then stacking the bails inside. I did that for 2 summers when I was 16 and 17. After a full day of loading hay bails I would then go to baseball practice. The was the hardest and most physical work I ever did.
Shogun.....the book is filled with intrigue, plots, and information about the Japanese culture, history, sense of duty. It's a great read.
Superman would be pretty cool.....I would like the ability to fly.
Don't Stop Believing by Journey
Oregon has the same concept as the Federal Government. The state Legislature generates new bills and laws which go through committees and when passed moves on to the Senate where more deliberation takes place. At that time some revisions may be made and the changes are sent back to the Legislature for approval. Once the bill has agreement it moves to the Governor for a final signature. When there is a balance of power in the political process they system works pretty well and has since 1859 when Oregon became a state.
Only in the understanding of "Robert's Rules of Order". I think the political process needs to be refreshed from time to time with people who have lived and been governed by the system and can bring new ideas, solutions and energy to problems without being tied to donors, and interest groups.
Oregon is challenged by failing schools, the Public Employee Retirement System has and enormous unfunded debt and high taxation. All three of these issues are issues caused by politicians and their lack of common sense. Solutions are out there but those currently in charge of our Oregon government refuse to make necessary changes for fear of offending their base and their sources of campaign money. The result is that every year the problems get worse and more difficult solve.
My ideal relationship would be to have a governor and ALL of those members in the legislature working to serve the people of our state and do those things that improve their lives. It would be an atmosphere were open debate could take place and fresh ideas could be expressed without attacks from opposing parties and those chained to special interest groups.
I do believe it is beneficial to develop good working relationships with other legislators. Ideas that benefit the people of our state can only move forward with majority support to vote bills out of committees, votes on the legislative floor in both houses and a signature from the governor. Those things cannot take place without building bridges with others. This is also true when it becomes necessary to rescind bad laws that have had negative unintended consequences .
The current process is designed around giving the spoils to the victor. Which ever party that wins and gains a majority gets to create districts by gerrymandering that are designed to keep them in power while the losing party screams foul play. This process happens every 10 years based on the census. There must be a better way that is fair to the people rather than the political parties. The people deserve better. I would not accept a process that allows for politicians to draw maps and have a supposed panel of judges or the State Supreme Court validate or invalidate the proposed map since they cannot be unbiased. There must be a way to provide for fairness in the political arena that is based on an equal division of power so that no party could become dictators through a super majority.
My professional experience is in the area of Real Estate. I spent 45 years as a Real Estate Appraiser prior to retiring in 2016. I am also interested in major property tax relief for seniors and PERS reform.
I have met several members of the legislature and senate. All of those members have been exceptionally helpful and gracious. Mike Nearman is currently in the legislature and he is primarily responsible for my becoming a candidate....I owe him many, many thanks.
Not at this time. If elected I want to make a contribution to the betterment of my state. I concerned about Oregon's future and I feel like our state has drifted off course and is currently pushing an agenda that does not benefit our economy and has costs that will have seriously damage the middle class, retired seniors on fixed incomes and damage business opportunities .
I wrote a petition to reduce property taxes for senior citizens on their primary residence. The petition was approved by the Secretary Of State and is #38 in the listings of petitions. The process is so burdened some and appears designed to keep citizen participation to an extremely low level. It required over 200,000 signatures in order to be placed on the ballot....without a small army of supporters in every Oregon city it was not possible to accomplish. I did get several phone calls from seniors in various cities that wanted to know if they could help and to know more about the petition itself. They were all in fear of being forced out of the homes they spent their lives in, raising their families and making mortgage payments for most of their adult lives. This is when I made the decision to fight this battle as a candidate and run for office.
