Biography

Prior to joining the Indiana Utility Regulatory Commission in 1990, Ziegner was a staff attorney for the Legislative Services Agency. He is a former chairman of the Advisory Council of the Center for Public Utilities at New Mexico State University, a member of the Consortium for Electric Reliability Technology Solutions (CERTS) Industry Advisory Board, and a former member of the Advisory Council of the Electric Power Research Institute (EPRI).[1]

Ziegner was first appointed to the Indiana Utility Regulatory Commission by Gov. Evan Bayh (D) in 1990 and to a full four-year term in 1991. He was subsequently reappointed for additional terms in 1995, 1999, 2003, 2007, 2011, 2015, and 2019, making him the longest currently serving commissioner.[1]
