Biography

Dawayne Tipton was born in Searcy, Arkansas. Tipton earned a bachelor's degree from the University of Central Arkansas in 2003.[1] His career experience includes working as a project manager with Aereon, a lead customer support manager with GE Oil & Gas, and an offshore risk engineer with Allianz Global Corporate & Specialty.[2]

I have over 18 years of experience in the oil and gas industry. I started out as a floor hand on an oil rig, and with hard work and dedication, I worked my way up to eventually a subject matter expert for a leading oil and gas insurer, mitigating and assessing risk. I want to bring my skills and industry experience to the RRC to put Texas families first.
  • It's time the RRC has someone with industry experience and knows how the RRC policies affect the industry from the board room to the guys working on the rigs.
  • I want to put Texas families first. I want to ensure that oil and gas jobs are protected so that future generations can improve their lives the same way I was able to. I will also protect landowner's rights.
  • It is imperative that Texas energy resources are maximized, and we promote energy independence.
I believe in limited government. I strongly believe that we, the people, know what's best for ourselves and our families rather than the government.

I am a fiscal conservative and value maximizing efficiency and cutting waste.

I am a champion of job creation and energy independence.
The Railroad Commission regulates oil, gas and mining in Texas. The Commission's regulatory power is unique because oil and gas is responsible for a large portion of the Texas economy. As such, the RRC is vital to Texas.
I think being a man or woman of action is very important for an elected official. The RRC in particular is not a role for sitting on the sidelines. Peoples' lives and livelihoods are at stake so the RRC needs men and women who get things done.
Everything I have in my life, I have had to work hard for. Nothing was ever given to me. I am willing to do what others won't - as evidenced by my work as a floor hand on oil rigs. I am a hard worker, I am detail oriented, and I get stuff done. I am a man of action.

In every job I've had, I have found ways to streamline workflow and improve efficiency. I will bring all of these qualities to the Railroad Commission, if the citizens of Texas elect me.
The core responsibilities for a Railroad Commissioner is to protect property owners' rights, promote a healthy and vibrant energy industry, which in turn promotes and protects Texas jobs, and serve as a steward for Texas natural resources and the Texas environment.
Nothing was ever given to me in my life. I have had to pull up my bootstraps and word really hard for everything I have. I come from really humble beginnings, but with hard work, dedication, and a willingness to do what others won't, I graduated from college and made a good life for myself and my family.
I personally consider the RRC's responsibility to the Texans citizens as the most important. The RRC has a responsibility to Texas property owners. It has a responsibility to Texas workers.
I think Railroad Commissioners should have previous experience in the oil and gas industry and not government/politics. Industry experience is vital because you have to understand what's going on in order to regulate something that employs such a large swath of Texans and is such a major component of the Texas economy.

How can you responsibly regulate an industry that you have zero experience in, or understanding of?
Oil and gas industry experience is imperative for the Railroad Commission to serve Texas citizens responsibly. I have over 18 years of industry experience, ranging from work on oil rigs to risk assessment/mitigation for operations and facilities. It's important that someone on the Railroad Commission truly understands how the regulations and policies affect the industry from the guys on the rig to the boardroom.

The Railroad Commissioner serves on a three-member regulatory agency that oversees oil, gas and mining in Texas. The Commission votes on key environmental and production issues like flaring or penalties and sanctions for companies that do not follow the rules.

The Commission plays a critical role in Texas because it controls Texas energy from exploration to production, to safety regulations. They set the direction for a seven trillion-dollar industry.

To put it bluntly, as oil & gas goes, so does the Texas economy. As Railroad Commissioner, I will bring the experience, skills, and leadership necessary to implement the best public policies and practices that help Texas families and businesses a like.

I have been the boots on the ground as a rig hand. As I developed in my career, I took on tasks such as creating offshore maintenance and inspection programs in response to the Macondo Deepwater Horizon incident. I served as the subject matter expert for one of the leading oil & gas insurers in the world. I have proven time after time when it comes to oil & gas, I bring solutions and improvements.[3]
