Biography

Deanna Hammond has been affiliated with the Delta Sigma Theta Sorority, Incorporated, the Justices of the Peace and Constables Association (JPCA), the National Association of Blacks in Criminal Justice (NABCJ), the Garland NAACP, and the Mesquite NAACP.[1]

I was born in Little Rock, Arkansas. I graduated from Parkview Magnet School in 1984 and relocated to Texas that same year. I hold a Bachelor of Science in Management from DeVry University and a Master of Arts, with a dual concentration in Organizational Management and Conflict Resolution from Dallas Baptist University. I am currently pursuing a Doctor of Philosophy in General Psychology with emphasis in Industrial and Organizational Psychology from Grand Canyon University. My law enforcement career started in 2003 with the City of Dallas Police Department, working in the traffic/patrol division. After serving with the City of Dallas, I changed my career to work as a school counselor for Texans Can! Academies, a network of schools for at-risk youth. Although I worked full time as a counselor, I maintained my peace officer commission and reserved at local police departments before being called back to law enforcement full time. I received a federal commission as a federal Police Officer with the Department of Veteran Affairs. After serving with the Department of Veteran Affairs, I started my journey as a Deputy Constable with the Tarrant County Constable's office where I served civil processes and warrants, investigated criminal law violations and filed cases with the Justice Court and District Attorney. I was also the training coordinator for the department. My most recent position was Deputy Constable with Smith County Constable's Office.
  • Keeping the community involved, informed and engaged -If we want great things from our community, we have to educate and empower.
  • Bridging the gap between law enforcement and the community (Building Trust) -Creating a forum that facilitates conversations and learning between residents and police. Success depends on how we treat our communities and how citizens treat law enforcement.
  • Engaging with our youth -Creating positive interactions between law enforcement officers and students in schools and within the community. -Partner with local business/organizations to implement internship programs; afterschool programs, etc...
My vision is to develop a "community policing" organization where police and the public become active allies in the effort to enhance the safety and quality of life in the neighborhoods. I am running for this office because as the Constable, I am seeking to lead a team of positive change, where even in the serving of warrants, civil and criminal summons and subpoenas, executing and returning writs of possession (evictions), people are still treated with respect and dignity. Some of my plans are 1) implementing strategies and trainings that will build back the trust and respect of those enforcing the laws of the land; 2) developing, implementing, and sustaining community involvement to help keep communities safe; 3) building programs that make the department sensitive to the needs of individuals in crisis mode (mental health issues); and 4) holding my team accountable for all aspects of enforcement, de-escalation, and peacekeeping procedures throughout the community that we will be serving. I do believe in, and I am an advocate for community policing as a model for law enforcement. Spending more quality time in the communities, getting to know the constituents and the challenges they face will aid in understanding how to make the communities safe, and restore trust with the citizens.
A compelling call to serve, leadership, honesty, integrity, loyalty, transparency, effective communication, and compassion.
Communication skills and transparency are key attributes in this role. As a leader, the constable needs to be able to communicate effectively with the deputies, the district attorney's office, and the courts, along with maintaining transparency with the community.
The responsibility of the constable’s office is to ensure that civil process is properly executed and returned to the courts on time. Executing civil processes is a constitutional duty of the constable's office and that duty should always come first. My goal is to identify and implement ways to organize, prioritize, and streamline the office's dedication to this important function. This will ensure equal and fair access to the courts in Precinct 2. In line with its primary function, the constable's office has the potential to be a leading force in promoting community engagement and crime prevention through community policing. Identifying areas where the constable's office can collaborate with local municipalities and community stakeholders to help reduce crime opportunities and reduce recidivism among low-level criminals is one of my top priorities.
It is my goal to leave my children and the next generation a legacy of hope and strength! I want them to know that whatever the situation, I wasn't afraid to stand up and be a part of the solution, no matter how daunting it may have seemed. Being a leader requires self-sacrifice, hard work, and service to others. Those are the lasting impressions I hope to leave behind.
