Deborah Graham is a former member of the Chicago City Council in the state of Illinois, representing Ward 29 from 2010 to 2015. She was appointed to serve a partial term on the council on March 15, 2010, by former Chicago Mayor Richard Daley, following the resignation of Issac Carother. She won election to a full term in 2011.

Before becoming a member of city council, Graham was a Democratic member of the Illinois House of Representatives from 2002-2010, representing District 78.[1]

The city of Chicago, Illinois, held elections for city council on February 24, 2015. A runoff took place on April 7, 2015. The filing deadline for candidates who wished to run in this election was November 24, 2014.[2] In the general election for Ward 29, incumbent Deborah L. Graham and challenger Chris Taliaferro defeated Bob Galhotra, Lawrence Andolino, Zerlina A. Smith, Oddis "O.J" Johnson and Stephen Robinson.[3] Taliaferro defeated Graham in a runoff election on April 7, 2015. Deborah D. Williams, Brenda Smith and Maurice J. Robinson withdrew from the race in December 2014. Lisa Jackson was removed from the ballot in January 2015.[4]
