Debra Stark is a member of the Phoenix City Council in Arizona, representing District 3. She assumed office in 2016. Her current term ends on April 16, 2029.

Stark ran for re-election to the Phoenix City Council to represent District 3 in Arizona. She won in the general election on November 5, 2024.

Biography

Stark earned a B.S. in sociology from Western Kentucky University and a master's in urban planning from Arizona State University.[1]

Stark's professional experience includes work as the planning and development director for the city of Phoenix and as the director of planning and development for Maricopa County. She has also served as the president, treasurer, and vice president of legislative affairs for the Arizona chapter of the American Planning Association, as a member of the Governor's Growing Smarter Oversight Council and the Maricopa County Trial Court Selection Commission, and on the boards of directors of Valley Partnership, the Arizona chapter of the Urban Land Institute, and the Southwest Clinic for HIV/AIDS.[2]

Stark's campaign website listed the following priorities:[3]

  • Promote economic development and job growth.
  • Continue Councilman Gates good work on the 32nd Street Corridor, and try to replicate along other significant corridors in the district such as 19th Avenue and Cave Creek Road.
  • Continue to find ways to cut wasteful spending.
  • Continue to find ways to make processes easier for residents and businesses.
  • Invest in public safety to protect our residents and increase community involvement and awareness.
  • Work on creative ways to maintain and improve our infrastructure. Services such as water, gas, electricity are becoming increasingly more expensive to provide. I am committed to finding ways to deliver these services while continuing to explore ways to keep costs down.
  • Ensure that District 3 gets its fair share of funds from Proposition 104 to improve our roads and public bus system.
  • Protect our community centers and parks.
  • Encourage more volunteer work to help our city.[4]
