Submitted Biography "Hi, I’m Kyle, and I’m running to be Delaware’s 27th Lieutenant Governor. I’m a mom, an advocate, an attorney, and a State Senator. I was elected to represent Delaware’s 5th Senate District in 2020, flipping a 40-year Republican-held seat from red to blue. Since then, I’ve worked hard to advocate and pass legislation to promote the ideals I campaigned on, including abortion access, voting rights, gun safety, and investment in childcare and education. I’m proud of my record as a State Senator, and I’m now running for Lieutenant Governor to advance my work. Representative serving the district since a special election in 2009 until stepping aside in 2023. She now serves as a speaker as well as a consultant for not-for-profit organizations and her business, Workforce Solution Today, LLC. Ruth is a nurse and former educator who also worked banking & finance with an emphasis on leadership, organizational development, & strategic planning. 1. Improving Delaware's education system to improve test scores, reduce chronic absenteeism, end school disruptions & violent behavior which harms teaching & learning. As a State Representative, Ruth pushed for funding to expand the Safe Streets Initiative that was implemented in Kent County. Ruth will also fight to address the increased thefts occurring to small businesses to reduce costs to consumers & make our towns safer for business. Reducing recidivism is also key to these goals. Ruth envisions a Delaware with the safest workplaces, schools, communities in America.


3. Delaware ranked 34th in the nation for business in a 2024 CNBC report getting failing grades in costs of doing business & innovation. This must change. As a successful businesswoman, Ruth understands the issues impacting Main Street. Small businesses cannot develop because they lack the appropriate infrastructure. As a working parent with two young children, I know the value of early education. And we know from the research that children who attend high-quality child care attain higher academic achievement and economic advancement. Yet care is underfunded, and we have failed to invest in strategies to expand accessibility. Investments in early childhood education set kids up for success, keeps parents in the workforce, and ensure childcare workers receive livable wages.

No one should face barriers to voting and participating in our democracy. That’s why I led on legislation for automatic voter registration and voting by mail.

I’ve been a leading advocate for access to reproductive healthcare and access to medical services in the state for all.
Education is my profession and my passion as well. As a former educator, I know what basic things Delaware needs to do to allow our teachers to teach and our students to learn and succeed. This starts with safe, well organized and properly funded classrooms where we put first things first and focus on success for every child and where we listen to parents and respect their views because they pay the bills. For far too long, our teachers & schools have been forced to take on tasks that they are not equipped to handle, and the kids have suffered for that lack of focus. Chronic absenteeism harms learning & I plan to lead an efforts to cut that rate by 50% in the next 4 years. We can & must do better for our students & teachers.
The elected officials that I’ve been most inspired by, and in whose footsteps I’ve tried to follow, remember that they are elected to office with a duty to serve the people of Delaware –- not their own personal interests. They’re willing to work hard wherever needed, and will pick up any piece of the work that needs done. I support elected leaders who advocate for what’s right regardless of the political challenges, and who encourage frank and open conversations as a way to find common ground and achieve consensus. And lastly, the best elected officials never stop listening - to their constituents, to subject-matter experts, and to those with whom they may disagree. Commitment to openness and life-long learning are especially important for effective elected officials.
I believe that it is important for a leader to be able to tell people what they need to hear rather than what they would prefer to hear. I modeled that behavior while in the Legislature and in my community as a advocate and community leader.
I believe that my reputation for honesty and candor with my colleagues and constituents is my best argument for election. I work very hard to act and lead with integrity and truly devote myself to servant leadership in the time-honored traditions of our state and nation.

One of my Democratic colleagues in the Legislature, as I was leaving the House, said on the floor the following:

“In my 12 years as a legislator, including my time on City Council, you were -by far - the best legislator I’ve ever been in the room with. I marveled at your preparedness, your thoughtfulness, whether you were for it or against it, you not only read the bill; you understood the bill and you sought to make sure that it was in line with what we were here for to ensure we’re doing things for our constituents and on behalf of our state. You are a great legislator. You show the best in ourselves, and you help us to be better legislators.”

After hearing this, I don’t know that I have ever received a better endorsement for my career in public service and I definitely cherish these sentiments as highly as any of the awards and recognitions that I have ever received.
The Lieutenant Governor of Delaware is the second ranking executive office in the state after the Governor of Delaware. The Lt. Governor presides over the state Senate (voting only in the case of a tie) and chairs Delaware’s Board of Pardons. The Lt. Governor’s office also serves as a resource to help Delawareans connect with various state agencies and divisions.
I would like to leave a legacy of good governance, respect for the laws and Constitution, increased civility in politics, and respect for all Delawareans to lead successful and productive lives which better their families, communities, and our state.
My first job was in the parking office of a local university. I supported the staff by doing simple office tasks. And although I was old enough to work in Delaware, I was not yet old enough to drive. Luckily my father worked in the same building and made sure I was able to get to work. I still value the early exposure I had to a professional environment, and the work ethic my parents encouraged in me.
As a child I was always drawn to stories of empowerment for girls and young women, and as I mom of two young daughters, many of these books continue to be staples in our household. A classic and favorite of mine is Jane and the Dragon, about a young girl who dreams of being a knight. Not only does she achieve her dream, but she redefines what it means - befriending rather than slaying the dragon. Reading stories like Jane's to my young girls reminds me of how far we have come since my childhood. It also reminds me - as a woman in this field - that I belong and that it's my responsibility to continue to challenge our preconceived notions of politics.
One little known responsibility of the Lieutenant Governor is the Constitutional requirement for them to serve as a member of the Board of Pardons. This Board oversees all of Delaware’s pardons, reprieves, commutations of sentences, and executive clemency. As an attorney and a criminal justice reform advocate, I know how important it is to provide second chances for people who have turned their lives around. Too much of our country’s history has focused on penalizing offenders over rehabilitating them, with devastating societal consequences. For those who are rehabilitated, a second chance it can provide life-changing opportunities for educational, professional, or personal advancement and open doors to new beginnings. The Board of Pardons is also critically important for victims and victims' families whose voices should not be lost in the process. In managing the Board of Pardons the Lt. Governor must balance these important considerations and have the courage to lead the Board to be compassionate, effective, and equitable in its work. It would be an honor and privilege to serve on the Board of Pardons as Lt. Governor.
I do believe it’s beneficial for holders of this office to have previous experience in government or politics. One of the primary functions of this office is to preside over the State Senate, and an understanding of Senate Rules and dynamics is crucial for keeping proceedings running smoothly. Additionally, the Office of the Lieutenant Governor has a unique platform to amplify voices and issues of great importance in the state. Someone with governmental and political experience will have the knowledge and connections already in place to be an effective leader within state government and as an effective partner to the Governor.
In order to be a successful leader in any role, I believe that a person must follow a simple progression of activities. You have to first listen to those affected, then learn more about the issue or concern, and then seek to lead in a educated, caring and comprehensive way. Too many people fail the two first mileposts on this leadership journey, instead believing that they hold unique knowledge informed only by ideology and then, they fail in their leadership efforts. During my years in community and public service, I have taken real pride in my commitment to following the "listen, learn, lead" philosophy and found it to be the most helpful way to serve a diverse and complex community. I plan to bring that philosophy and my collaborative process to my tenure as Lieutenant Governor of Delaware working with the 21 Senators and 41 Representatives to enact common sense policies to benefit our state.
I have been endorsed by the Delaware Democratic Party, the Delaware State Education Association (DSEA), Delaware AFL-CIO, the Delaware Building and Construction Trade Council, and Brady PAC. I have also been endorsed by Attorney General Kathleen Jennings and State Treasurer Colleen David. Multiple legislative colleagues have endorsed my candidacy, including Senate President Pro Tempore David Sokola, Senate Majority Leader Bryan Townsend, and Senate Majority Whip Tizzy Lockman.
I have always stood for government accountability to the taxpayers because they pay the bills. Unfortunately, in our state, we have In the Legislature, I pushed bills that would have required elected officials to assist in the yearly audit by revealing their additional employment by any other state agency, school, university, or other institution, or any other political subdivision of the State, to the Delaware Public Integrity Commission. Sadly, neither bill received a vote in the full House. Lack of transparency in government is corrosive to public trust and can lead to corruption and self-dealing. With the domination of one party rule in Delaware, it is clear that we need new leadership in Dover to make government accountability a priority and be responsible to Delaware taxpayers.
