A primary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. The following analysis covers all U.S. House districts up for election in Minnesota in 2022. Information below was calculated on August 1, 2022, and may differ from information shown in the table above due to candidate replacements and withdrawals after that time.
Thirty-two candidates filed to run for Minnesota's eight U.S. House districts, including 18 Democrats and 14 Republicans. That's four candidates per district, less than the 4.63 candidates per district in 2020 and the 4.75 in 2018.
This was the first election to take place under new district lines following the 2020 census. Minnesota was apportioned eight districts, the same number it was apportioned after the 2010 census. The 32 candidates running this year were five fewer than the 37 candidates who ran in 2020 and six fewer than the 38 who ran in 2018. Thirty candidates ran in 2016, 19 in 2014, and 28 in 2012.
One district — the 1st — was open. That was one more than in 2020, when there were no open seats, and two fewer than in 2018, when there were three open seats. Former Rep. Jim Hagedorn (R) — the incumbent in the 1st district — passed away while in office on February 17, 2022. A special election to fill the seat was scheduled for August 9, 2022.
Eight candidates — three Republicans and five Democrats, including incumbent Rep. Ilhan Omar (D) — filed to run in the 5th district, the most candidates who filed for a seat this year. There were nine contested primaries this year, five Democratic and four Republican. That number was down from 10 contested primaries in 2020 and 2018.
Four incumbents — two Democrats and two Republicans — did not face any primary challengers. Democratic and Republican candidates filed to run in all eight districts, so no seats were guaranteed to either party this year.

The following analysis covers all state legislative districts up for election in Minnesota in 2022. Information below was calculated on July 31, 2022, and may differ from information shown in the table above due to candidate replacements and withdrawals after that time.
Sixty-three state legislative districts up for election in Minnesota in 2022 were open—meaning no incumbents filed to run—representing 31% of the state's legislature, an increase compared to the preceding four election cycles.
Since no incumbents are present, all open districts are guaranteed to be won by newcomers.
Fifty-nine of the open districts were caused by incumbents who did not file for re-election. Minnesota does not have term limits for state legislators, meaning those 59 incumbents chose to either retire or run for some other office.
The remaining four open districts arose from incumbent v. incumbent contests due to redistricting. In these four contests, incumbents from one district were drawn into another district, leaving their old districts open.
Across all districts, there were 44 contested primaries, representing 11% of all possible primaries, an increase compared to the preceding four election cycles.
A contested primary is one where there are more candidates running than nominations available, meaning at least one candidate must lose.
There were 18 Democratic primaries, a 28% decrease from 2020. Republicans held 26 contested primaries, a 73% increase.
Overall, 425 major party candidates filed to run this year: 213 Democrats and 212 Republicans.

How the primary works
A primary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. Minnesota utilizes an open primary system, in which registered voters do not have to be members of a party to vote in that party's primary.[1][2][4]

Poll times
In Minnesota, most polling places are open from 7:00 a.m. to 8:00 p.m. Central Time. However, some smaller municipalities may open their polls as late as 10:00 a.m. An individual who is in line at the time polls close must be allowed to vote.[5]
Registration requirements

Voter pre-registration is available in Minnesota beginning at age 16. An individual must be 18 years old on Election Day in order to vote. To register to vote in Minnesota, an individual must be a United States citizen who has resided in the state for the 20-day period preceding the election.[6][7]
An individual must register to vote at least 21 days before Election Day or on Election Day at a polling place. An individual may register to vote by completing a registration application and submitting it by mail or in-person to a local election official. An individual can also register online. To register at a polling place on Election Day, an individual must present valid identification.[6]
The Minnesota voter registration application includes an option to join a permanent absentee voter list, which means the voter will automatically be sent an absentee/mail-in ballot for every election.[7]

Automatic voter registration took effect on June 1, 2023, as a result of HF 3, which was signed into law by Governor Tim Walz (D) on May 5, 2023.

Same-day registration
Minnesota allows for same-day voter registration.[8]
Residency requirements
To register to vote in Minnesota, you must be a resident of the state for at least 20 days.[6]
Verification of citizenship
As of October 2024, Minnesota did not require proof of citizenship for voter registration. An individual must attest that they are a U.S. citizen when registering to vote. According to the state's voter registration application, "giving false information is a felony punishable by not more than 5 years imprisonment or a fine of not more than $10,000, or both."[9]
All 49 states with voter registration systems require applicants to declare that they are U.S. citizens in order to register to vote in state and federal elections, under penalty of perjury or other punishment.[10] Seven states — Alabama, Arizona, Georgia, Kansas, Louisiana, New Hampshire, and Wyoming — have laws requiring verification of citizenship at the time of voter registration, whether in effect or not. In three states — California, Maryland, and Vermont — at least one local jurisdiction allows noncitizens to vote in some local elections. Noncitizens registering to vote in those elections must complete a voter registration application provided by the local jurisdiction and are not eligible to register as state or federal voters.

Voter ID requirements
Minnesota does not require registered voters to present identification while voting.[11]

Early voting permits citizens to cast ballots in person at a polling place prior to an election. In states that permit no-excuse early voting, a voter does not have to provide an excuse for being unable to vote on Election Day. States that allow voters to cast no-excuse absentee/mail-in ballots in person are counted as no-excuse early voting states.
Forty-seven states and the District of Columbia permit no-excuse early voting.
Absentee voting
There are no eligibility requirements to vote absentee in Minnesota.[12]
There is no specific deadline for applying for an absentee ballot. A completed ballot must be returned on or before Election Day for it to be counted.[13]
Prospective voters may select an option on the Minnesota voter registration application to join a permanent absentee voter list, which means they will automatically be sent an absentee/mail-in ballot for every election.[7]

Nineteen of 87 Minnesota counties—21.8 percent—are Pivot Counties. Pivot Counties are counties that voted for Barack Obama (D) in 2008 and 2012 and for Donald Trump (R) in 2016. Altogether, the nation had 206 Pivot Counties, with most being concentrated in upper midwestern and northeastern states.

In the 2016 presidential election, Hillary Clinton (D) won Minnesota with 46.4 percent of the vote. Donald Trump (R) received 44.9 percent. In presidential elections between 1860 and 2016, Minnesota voted Republican 50 percent of the time and Democratic 47.5 percent of the time. In the five presidential elections between 2000 and 2016, Minnesota voted Democratic all five times.[14]
