Denise DeMarb was the District 16 representative on the Madison Common Council in Wisconsin. First elected in 2013, she won re-election unopposed in the general election on April 4, 2017. DeMarb served as council president in the 2015-2016 term and council president pro tem in the 2014-2015 term.[1] She resigned on June 30, 2018, because she moved out of her district.[2]

Although common council elections in Madison are officially nonpartisan, DeMarb is known to be affiliated with the Democratic Party.[3]

DeMarb earned a B.S. in accounting from Northern Illinois University. She has also studied sustainability at the master's level at Edgewood College.[1]

Prior to joining the common council in 2013, DeMarb worked as the director of finance for the Trek Bicycle Corporation. She has also served as a member of the Eastside Neighborhood Association Coalition.[1][4]

The city of Madison, Wisconsin, held an election for common council on April 4, 2017. The filing deadline for candidates who wished to run in this election was January 3, 2017.

All 20 common council seats were up for election in 2017. Incumbents ran for re-election in 19 of the 20 districts. They were unopposed in 15 of those races. Incumbent Denise DeMarb ran unopposed in the general election for the District 16 seat on the Madison Common Council.[5]

Economic Growth
Excerpt: Economic development is not just bringing new businesses to Madison or building new buildings. For a city to show resilience and benefit all residents, we need to foster existing small businesses; train retain, and attract a high quality labor force; leverage our anchor intuitions; and support growing industry clusters. Another crucial component is maintaining and improving a public infrastructure that supports businesses everyday. I would like to see a staff position created that markets the city; someone who works with Chambers of Commerce, UW-Madison, and local businesses.

Education
Excerpt: I firmly believe in education, and am committed to ensuring quality education from birth onward. Strong schools mean strong neighborhoods and a brighter economic future. District 16 is fortunate to have a strong complement of schools, and I am committed to supporting them.

Strong, Safe Neighborhoods
Excerpt: I am committed to equity, community building, and making Madison more dynamic — economically, socially, and environmentally. Supporting District 16 neighborhoods is imperative and has been a primary concern of mine as your alder.

Watching the Bottom Line
Excerpt: I’m proud to serve on the Board of Estimates, the City’s budget committee. My focus on the Board of Estimates is to ensure taxpayer dollars are spent efficiently, effectively, and reflect our values; my focus on the Council is to ensure that Madison residents receive the best possible services for the taxes we pay.

Racial Equity
Racial inequity contradicts Madison’s progressive character. As a champion of Madison’s equity resolution, I know racial equity is integral to our future. We need to strengthen our schools, improve job training, and focus on family supporting jobs. We need to strengthen our neighborhoods like we are strengthening Owl Creek.

Homelessness
We should continue to use City dollars to leverage state and federal money for affordable housing for working families and supportive housing for the homeless, while finding creative solutions like tiny houses. We should partner with – and pressure – the County to open a day center.

TIF Policy
I support reasonable use of TIF to provide infrastructure or development that would not otherwise happen. We should be more proactive in improving communication lines between the city and the business community on what projects the city will support with TIF.

The Development Process
Madison’s development process is generally effective, and a majority of projects move through efficiently. There is room for improvement, however—this is another area that we can be more proactive in identifying development projects that are appropriate for different areas, making it easier to gain approval for those projects.

Transportation
My primary goal is a public transit that provides comprehensive, affordable workforce transportation. We should examine all options as a city and choose the mix of transit modes that provides the best services at a reasonable cost.[11]
