Baskin was born in Beloit. He has both his bachelor's and master's degrees from the University of Wisconsin-Whitewater and his doctorate from the University of Wisconsin-Madison.[1]

Incumbent Missy Henderson ran against challengers Lisa Anderson-Levy, Dennis Baskin and Kenneth Streeter II. Anderson-Levy and Baskin triumphed over Henderson and Streeter in this election.
