Campaign website
Fouarge's campaign website stated the following:
Protecting Taxpayers with Responsible Policies
Advocate for practical, common-sense policies
that reduce unnecessary burdens:
- Transparent and reduced online payment fees whenever possible.
- Clear reminder systems before penalties accrue.
- Improved coordination with lenders to ensure homeowners understand supplemental tax obligations during escrow.
Tax policy should be fair, predictable, and clearly communicated.
Using technology to expand engagement with taxpayers.
Fairness & Access for All Taxpayers
Government should work for everyone.
I will expand assistance programs and payment plan accessibility for:
- Seniors
- Veterans
- Small businesses facing temporary hardship
Additionally, I will prioritize multilingual materials and improved customer service tools to better serve Ventura County’s diverse communities.
Fairness means access. Access means opportunity.
Fiscal Safety & Risk Management
As a Certified Public Funds Investment Manager, I believe strong returns should never come at the expense of safety.
I plan to:
- Continue rigorous adherence to the prudent investor standard.
- Support independent audits and periodic external reviews of treasury operations.
- Encourage expanded advisory input and regular policy review to ensure our investment strategy evolves responsibly with changing market conditions.
Sound stewardship today protects taxpayers tomorrow.
Modern, Accessible Payment Systems
The Treasurer-Tax Collector’s Office should be as easy to use as online banking. I will prioritize a modern, reliable payment platform that works seamlessly across devices, reduces processing errors, and lowers unnecessary convenience fees.
My goals include:
- Expanding secure self-service options, such as online document uploads, penalty cancellation requests, and automated payment notifications.
- Providing clear, step-by-step guidance on payment plans and penalty relief.
- Increasing outreach to seniors, veterans, and homeowners who may qualify for delinquent payment assistance programs.
Paying property taxes should be simple, secure, and accessible.
I will work to build a system that reflects the needs of today’s taxpayers.
Community Education & Engagement
Property taxes should be easy to understand —
with bills that clearly and simply explain what you owe and why.
I plan to host regular town halls and educational seminars to explain:
- Property tax deadlines and exemptions
- How the county investment pool operates
- Programs such as Proposition 60/90 and other transfer exemptions
I plan to collaborate with schools, civic groups, and nonprofits
to improve financial literacy and civic engagement
throughout Ventura County.
An informed community is a stronger community.
