Destin Hall (Republican Party) is a member of the North Carolina House of Representatives, representing District 87. He assumed office on January 1, 2017. His current term ends on January 1, 2027.

The North Carolina House of Representatives unanimously elected Hall state speaker of the House on January 8, 2025.[1] As of his election, Hall was the youngest House speaker since 1819.[2]

Hall was born in Lenoir, North Carolina, in 1987. He received a B.S. in business administration; finance and banking; and risk management and insurance from Appalachian State University in 2009 and a J.D. from Wake Forest University School of Law in 2014. He was an attorney at Wilson, Lackey, Rohr & Hall, P.C.[3][4][5]

Hall was elected to the state House in 2016, defeating incumbent George Robinson (R) in the Republican primary 60%-40%, and running unopposed in the general election. The Assembly's Jim Morrill wrote, "Robinson was widely expected to win re-election to the House ... Party leaders had appointed the 70-year-old former lawmaker to a vacant seat the year before. ... In Hall, he faced a primary opponent who was 28 and new to politics."[2]

As of April 2025, North Carolina had a divided government since 2017, with Republicans controlling the legislature and Democrats holding the governorship. According to The Assembly, "Hall is also the state’s first Republican speaker never to have served in the minority. He inherits a chamber where his party lost its supermajority by a single seat, which could make it harder to override vetoes by new Democratic Gov. Josh Stein."[6]

Following his election as speaker of the House, Hall said the main priorities for the 2025-2026 legislative session were "Hurricane Helene recovery, cutting taxes, lowering the cost of living, investing in education, and keeping North Carolinians safe."[7] He added, "I really do think that we're going to have a working supermajority on any given issue. There are a number of folks on the Democratic caucus who agree with us on certain things, and that's the business of this building, trying to reach some compromise and get the votes that you need."[8]

Responding to Gov. Josh Stein's (D) 2025 State of the State address, Hall said, "Despite the nation’s economic strain of Bidenomics and inflation, North Carolina has remained an economic powerhouse, thanks to Republican leadership." He also listed legislative accomplishments, including, "Cutting taxes ... [cutting] red tape that chokes small businesses and drives up housing costs ... promoting reliable, low-cost energy like natural gas and nuclear power ... [and] standing by law enforcement and making the state safer by rejecting the Democrats’ dangerous sanctuary policies that protect illegal aliens from justice."[9]

Scorecards

See also: State legislative scorecards and State legislative scorecards in North Carolina

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
