The recall effort was initiated after a 4-2 vote by the Detroit Board of Education, with one member absent, in favor of a plan to decentralize the school district. The plan would have created seven separate districts with their own school boards in addition to having a centralized board of education. The plan would have also changed attendance zones in an effort to increase racial integration. Supporters of the recall effort gave poor communication regarding the attendance zone changes during hearings about the plan to decentralize the district as one of the reasons for the recall.[1][2]
