Devy P. Russell
Devy P. Russell is a former associate judge on the First District Court in Baltimore City, Maryland, serving from February 2006 to September 2019.[1][2][3]
Russell resigned from the bench on September 25, 2019. Her resignation followed a six-month suspension without pay after a court found that her conduct “exhibited a pattern of discourtesy and uncontrollable incivility that had pervasive effects on the administration of justice.”[4][5]
Education
Russell received her undergraduate degree in political science from Duke University in 1988 and her J.D. from the Duke University School of Law in 1991.[2]
