My name is Dio Boucsieguez and I’m 32 years old. I'm a blue-collar, working-class, union member. I am a Department Lead and small businessman. In 2018, I was the first in my family to earn a college degree. I have a Bachelor’s Degree from the University of Washington, where I triple majored in Political Science, History, and Communication – Journalism. More importantly, I’m a family man and the proud son of Mexican immigrants. I love my family and value my heritage. I help my parents take care of my special needs sister while working my full-time job. In the community, I have volunteered my time as a referee for the cops and kids basketball games for the ACCESS Project and am looking forward to continue referring future games. I am a local open government and accountability advocate ready to put my leadership, experience, and education to work to serve Lynnwood residents as your next city councilman.
  • Budget and Growth Management

    a. I'll advocate for an independent third party to conduct a fiscal and process audit on the City to ensure that it's operating as effectively and efficiently as possible. I commit to analyzing every proposed tax increase and city budget. I will not rubber stamp any policy proposals.

    b. Lynnwood is traditionally a blue-collar community. Let's uphold its neighborhood feel while adjusting for growth by maintaining single family zoning to incentivize home ownership, while zoning 196th and Highway 99 for condos and apartments to allow for low-income housing options. I want to work with our Public Works Director to ensure that sewage and wastewater systems are prepared for a population boom.
  • Restoring Trust and Transparency a. I want to rebuild the public trust in the City Council. The first step in rebuilding trust, is recodifying the City of Lynnwood’s Code of Ethics to give the Lynnwood City Council more teeth to hold members more accountable. I am an advocate of streamlining the City’s public records process.
  • Public Safety a. I commit to investing in our Lynnwood Municipal Courts, Lynnwood Police, and regional public safety partnerships. I’ll advocate for after school and vocational programs, and the return of School Resource Officers to resolve youth violence.
As a union member, I advocate for strengthening union apprenticeship programs in Lynnwood. Additionally, I support mandatory apprenticeship utilization ordinances on publicly funded projects.

I commit to ensuring that Prevailing Wage state laws are enforced on all City Public Works projects. The Davis Bacon Act-which discourages contractors from importing non-local workers to undercut local wage standards-applies to federal projects, Washington state has our own DBA codified in RCW 39.12, which covers all state and locally funded public works projects.

Finally, I support including "Responsible Bidder" language in all City Public Works projects, which are designed to promote fair wages, safe working conditions, and job security.
An elected official who is good is characterized by being selfless with a servant's heart, rather than self-serving. They represent their community with honesty, integrity, humility, and good ethics. An elected official is wise; an independent thinker who does not blindly follow the crowd. Who prioritizes what is best for their constituency, rather than what conforms to a party's platform or a political particular ideology.

If a candidate for elected office has those characteristics, then that is someone for whom one should vote.
I am a level-headed person who is not easily angered. Calm under pressure. I'm a practical man, not an idealogue. I prioritize results instead of vain and empty talk.
The Top 8 core responsibilities are rather simple and as follows. A city councilmember:

1. Passes City ordinances and resolutions
2. Establishes City policy
3. Approves the City budget
4. Promotes community engagement and hears from constituents
5. Oversees City departments
6. Reviews land use and development
7. Appoints City officials

The two first events I remember was Y2K and 9/11. I was six years old during Y2K and I was eight years old when 9/11 happened.
My first job was as a Starbucks barista! I was a barista for one year. Definitely a great experience!
"Into The Mystic" by Van Morrison. The fusion between jazz, folk, and blue-eyed soul cement it as one of the greatest songs of all-time. That entire album "Moondance" plus the title song is spectacular, too.
Critical thinking and communication skills. The ability to think outside the box instead of confining themselves to a party platform or political ideology, particularly in a nonpartisan position.
The City Council approves the City budget. Additionally, it is the legislative body that stops or approves good or bad policy. The City Council was the one who voted to approve the 52% City property tax increase, which my opponent Derica Escamilla voted to approve.

If I had been on the council, I would have voted to reject such a substantial property tax increase that has hurt working families until such time as an audit is conducted, which is something else my opponent voted against.

I will be that one vote on the city council to keep Lynnwood thriving, safe, and affordable for you.

This will help restore public trust in the City by showing that the city government cares to be accountable to Lynnwood residents. It is a government's duty to be transparent and accountable to its constituents to grow the public trust.
