Donald Combs was born in Pikeville, Kentucky. He earned a bachelor's degree from Transylvania University in 1979 and a J.D. from the University of Kentucky College of Law in 1982. Combs' career experience includes working as a law clerk on the Supreme Court of Kentucky and serving on the ethics committee of the Kentucky judiciary. He is a lawyer with Combs & Combs, P.S.C.
