At the time of this election, the Los Angeles Registrar-Recorder/County Clerk did not publish school board candidate campaign finance reports online. Ballotpedia staffers requested this information, but the only free method of viewing the files was at their office.

The Los Angeles Registrar-Recorder/County Clerk targeted the end of 2018 to make school board candidate campaign finance reports available online for free. From that point forward, Ballotpedia began including campaign finance data for Los Angeles County school board candidates.[4][5][6]

The first campaign finance reporting deadline was September 24, 2015, and the second one was October 22, 2015. If candidates raised or spent more than $1,000 from a single source, including their own funds, between August 5, 2015, and November 2, 2015, they had to file a campaign finance report within 24 hours.[7]

Winn highlighted the following issues on her campaign website:

Putting Children First!

As your Board Member, I have always worked to put our children first by promoting the highest standards of accountability and fiscal responsibility to the High School District, including:

Academics—Support higher teaching standards and greater emphasis on academic fundamentals in our classrooms.

Award Winning Education—Promoted innovative early college education programs for students like SOAR High School at AV College and the recently dedicated Knight Prep Academy in Palmdale that are winning national honors for academic excellence.

Local Control—Support local control over our High Schools to reduce bureaucracy and ensure that our tax dollars are used in the classroom.

Integrity—Developed a stronger Ethics Policy for High School Board Members and employees.

School Safety—Required all staff and students to carry photo ID on campus. Work closely with Sheriff’s Deputies to prevent gang activity and keep drugs away from students.

Taxpayer Advocate—Established a Cost Control Oversight Team to ensure the construction of Eastside High School was completed within budget.[10]
