Rands ran for election to the Second Judicial District Court.
Primary: He was successful in the primary on June 10, 2014, receiving 29.1 percent of the vote. He competed against Lynne Simons and Jenny Hubach.
General: He was defeated in the general election on November 4, 2014, after receiving 42.0 percent of the vote. He competed against Lynne Simons.

Rands received his undergraduate degree from Brigham Young University in 1984 and his J.D. degree from the Brigham Young University Law School in 1987.[3][4]
