Incumbent Susan Meek, Brad Geiger, and Valerie Thompson won election to three seats on the Douglas County School Board in Colorado on November 7, 2023. As a result of the election, the board will have a 4-3 conservative majority. In Douglas County, candidates are required to live in the district they run to represent, but every voter in the school district votes in every race, as if each were an at-large election. The Douglas County School District served approximately 63,000 students as of the 2020-21 school year and is located south of Denver.

Heading into the election, the board had a 5-2 conservative majority. Four members of the conservative majority were elected as part of a slate in November 2021.[1] The board's two liberal members, Meek and David Ray, held two of the seats up for election in 2023. Conservative member Jason Page held the third.

Incumbent Meek, who was first elected in 2019, and Andy Jones ran in District A.

Incumbent Page, David DiCarlo, and Geiger ran in District C. The school board appointed Page to the office in June 2023 to replace former board member Elizabeth Hanson. Hanson resigned during a school board meeting in May while the district was debating revisions to its equity policy.[2]

Maria Sumnicht and Thompson ran in District F. Incumbent Ray was term-limited.

Jones, Page, and Sumnicht ran as the "Best DCSD" slate of candidates that aligned with the existing conservative majority.[3] On the slate's website, the candidates said they "are passionate about our public school district and everything we do will focus on academic excellence and alternative pathways to student success."[4]

Ray, the term-limited member of the board's minority, endorsed a candidate in each race (Meek, Geiger, and Thompson).

The other four candidates did not run as part of a slate. DiCarlo said he would be a "conservative anchor who will represent and be accountable to the citizens and taxpayers of Douglas County."[5] Geiger said he was running "to help the board work together to address...important concerns without rancor and avoiding outside political influence."[6] Meek said her top priorities were supporting "safe and welcoming schools, stable teaching and learning environments, locally-driven innovation, and equitable learning opportunities."[7] Thompson said she was running "to provide stability for our district through informed decision-making, following processes and protocols, and operating in a manner that welcomes an engaged community.”[8]

The election followed two noteworthy events. In February 2022, the board voted 4-3 along ideological lines to terminate the contract of former superintendent Corey Wise, which resulted in a $830,000 settlement. In spring 2021, amid delays in returns to in-person instruction for grades 6-12, members of the board's liberal minority were targeted in unsuccessful recall attempts. Voters elect directors to four-year terms in odd-numbered years. The filing deadline for this election was Sept. 1, 2023.

My name is Andy Jones and I am running for school board director in District A to be one of the architects of this district’s future. I am currently a captain at a major airline and a retired Navy Captain who served my country honorably for 30 years. I am a highly decorated Iraq War veteran who flew off of aircraft carriers, commanded several units, planned and executed major maritime exercises, and led volunteer heroes, men and women in some of the most hostile environments and conditions. After 30 years in the military, I just can’t turn off the passion to serve my country or county. So, I desire to share my extensive leadership experience with our School District team. I am the conservative in this race, and I oppose additional taxation, especially for our senior citizens."

We do not need additional taxation. Our district has fewer children today then it had 10 years ago so we also do not need new buildings. In the year were property taxes have gone up 50%. The school district needs to be a good neighbor and partner with the community not treat their mortgage like an ATM.


Back to basics, reading, writing, arithmetic, American history (including passing a test of the United States Constitution) and the scientific method. Remove the identity politics from the classroom. Shrink our remediation rates and continue to expand paths for kids to leave the district ready for life.


We must improve transparency, and accessibility, the board must get out of the boardroom and hold meetings in the community. Interacting directly with the public on key issues, such as security. Our current changes to security amount to parchment guarantees. We need actual, physical improvements, parents need to know we are willing to make the decisions to better protect their children.

Safety, employment stability and real parent engagement would be my top three, but with safety, my initial focus would be on learning more from our dedicated security staff and what they would recommend for focusing our efforts.

The majority of my professional career has been focused the public education, which included 6 years in the Douglas County School District where I started with the Douglas County Education Foundation. In that role, I was tasked to create several new programs, many of which still exist today, such as The Apple Awards and the Girls and Women in Sports Luncheon. I also partnered with business, the work force agency, and higher ed on several projects resulting in career training for hundreds of students and unemployed adults.

I have spent that past 10 years supporting public education at the state level, where I work with school districts and school boards across Colorado. My focus has primarily been on school finance, education policy, and governance trainings.

I’ve always prioritized volunteerism my entire adult life. When my oldest daughter started Kindergarten, I volunteered with the Parent/Teacher Organization and the School Accountability Committee. I’ve served as Chair of the SAC at both the elementary and high school. So moving into the Board Director role was a natural evolution of my volunteerism and engagement with our schools.

The movie, Invictus, is about Nelson Mandela, in his first term as President of South Africa, who initiates a plan to unite the Apartheid-torn land. He enlists the national rugby team on a mission to win the 1995 Rugby World Cup.

Why this movie speaks to me is the leadership traits that are highlighted in the movie given the highly contentious environment. It feels similar to serving on a school board over the past four years during the most tumultuous time in recent history for public education. Navigating the past four years has been challenging and it requires a skill set that is focused on how to bring people together as opposed to attack and divide.

From top to bottom, the value of “Every Employee, Every Day” will ensure that Douglas County schools are the desired and final destination for every employee. We have to do better at not only recruiting and retaining our best employees, but also increasing the quality of life for those employees.

 We pay every professional a flexible and competitive compensation that honors the employee’s contribution to our kids.  As one board member, I will empower our superintendent to ensure that every level of management is prepared to evaluate authentically, provide professional growth opportunities and that every employee has reasonable means to address his or her grievances. I have been a stalwart defender of our teachers and staff. No one else in the community queried the superintendent and board for how they mishandled teacher pay raises as a result of 2018 mill levy override. I stood at three public comments (Nov 2018, Jan and May 2019) asking the hard questions that the board should have asked about how little teachers were getting (2.76% average) and held them accountable. NO ONE ELSE DID THAT!

In order for the local community to be persuaded to increase taxes through bonds and MLOs, there must be a level of trust in the leadership of the district. I am a firm believer in local control and keeping tax dollars in our community.

Safety for our children is not a political game to play. The serious consequences of all sides not coming together for real solutions is a risk I will never take.

 Embedded in your question is the impossible task of parents feeling that our kids are safe unless they are wrapped in our arms in the secure four walls of our homes. If my daughter goes to the mall with friends, as a dad, I worry about her safety. We will never feel that you are completely safe.  While it is impossible to address everything in the short time we have, I have very specific recommendations that come from years of experience in both non-combat military and post 9/11 airline operations.  In addition to improving our mental health capabilities, I have over 16 years of complex exercise creation, planning, execution and evaluation experience. Exercising our very complex pre and post event plans are critical to find gaps and seams in those plans. We must do more to collaborate with our first responder teams like the event I witnessed in Parker over this past summer.  In addition, we must continue to work with our SRO teams and local jurisdictions to ensure that children with invisible disabilities, or on IEP and 504 plans are known to them and their specific conditions are accounted for during any incident.  WE will not reveal specific plans to the general public, but I have a more comprehensive plan developed by industry leading security professionals that I will further propose with the district staff.

This question hits very close to home for me. My children each have experienced multiple instances of a failed mental health system in our society, our community and our schools. There was a beautiful young lady in my oldest daughters class who went on to Arapahoe High School where she was tragically murdered by a severely troubled teen.

 All 3 of my children before they reached the age of 12, have known at least 2 to 3 fellow students or friends who have committed suicide.  The crisis of teen suicide is bigger than we want to imagine, especially when we look at the issues that are under the surface. Societal, performance, parental and education pressures and their cumulative effects are more than some children have the capacity to cope with.  We have addressed decreasing the student to counselor ratio, but we have to define the metrics of successful employment. Merely adding numbers will not ensure successfully addressing the myriad mental wellness and health issues that plague our society today.  As a part of bringing additional mental health resources to bear, WE MUST address resiliency issues with our children and help them to deal with the modern day pressures.  As a firm believer in parental rights, we need to create an environment where parents and staff are on the same page about supporting kids. Sometimes a counselor is needed; sometimes it’s a supportive teacher with a kind word. Or it is all of the above, but the parent needs to be involved at all levels.  Truthfully, sometimes it is just empowering a kid to tackle some of life’s tough issues and with perseverance and resilience, overcome them on their own. These are extraordinary important life lessons to learn- feeling empowered to tackle your own problems not only helps solve your problems, but also makes you feel better about yourself in general.

My fellow BEST DCSD Candidates and I pledge as board members one of our first priorities will be to work with our Superintendent and Staff to see cell phone use in our DCSD school classrooms eliminated. This will help in two ways – to allow students to focus on academics while in our classrooms, but it will also allow students to be free from the stressors of social media or online bullying while they are safe at school. We understand some parents may have a fear of not being able to reach their child in an emergency which is why we are not advocating for no phones allowed in the building so in the event of an emergency they can access them. We would also like to champion a campaign to encourage our middle and elementary school parents to sign a pledge with their children to charge their cell phones in their parents room at night beginning at 9pm. This will allow our students to quiet their minds to get more restful sleep, and to protect them from any mental suffering as a result of late night social media exchanges. We feel this is something our teacher and parent communities will get behind as well.

We do not need additional taxation. Our district has fewer children today then it had 10 years ago so we also do not need new buildings. In the year were property taxes have gone up 50%. The school district needs to be a good neighbor and partner with the community not treat their mortgage like an ATM.

Back to basics, reading, writing, arithmetic, American history (including passing a test of the United States Constitution) and the scientific method. Remove the identity politics from the classroom. Shrink our remediation rates and continue to expand paths for kids to leave the district ready for life.

We must improve transparency, and accessibility, the board must get out of the boardroom and hold meetings in the community. Interacting directly with the public on key issues, such as security. Our current changes to security amount to parchment guarantees. We need actual, physical improvements, parents need to know we are willing to make the decisions to better protect their children.

We must do a better job with the basics and get back to teaching kids how to think as opposed to what to think. The framework for a successful life includes gathering and measuring evidence empirically, not a comparing of data against some pop-culture driven set of rules I am also deeply passionate about economic policy. I feel it is the job of government to assess the situation of those it serves and modify its position in times of economic downturn. The family comes first, the individual comes first. Government’s fiscal health should not be the concern of the people, but the people’s economic condition should be the concern of the government, always. This means government must belay, alter or cancel plans to fit the economic conditions of those it exists to serve.

I am passionate about school safety, the role of technology in education, and curriculum standards. Our students need to feel safe and welcomed in our schools. We need an armed response in every one of our schools and continued investment in "hardening the target" from a physical standpoint to ensure students can focus on learning. While technology has made our lives easier in many respects, I believe the overuse of technology has been a detriment to our students and their ability to think critically, solve problems through collaboration and trial and error, and to concentrate for more than 30 seconds on something other than a screen. And thirdly, our charter schools and many of our local private schools continually outperform our neighborhood schools in terms of academic success. The key differentiator here outside of parent engagement, which is also very important, is the ability for the charter and private schools to have more autonomy in terms of curriculum. I would like to see more research and partnering between charter and neighborhood schools to determine how we can duplicate the success of our charter schools within our neighborhood schools as well.

Good teaching is disciplined and flexible, able to provide to each child what they need while keeping an eye on the goal of providing good citizens to the community. Evaluating teachers includes testing on basic skills but those are blunt instruments that do not capture all good teacher nor does it fully identify those who need to do better. We need a human based approach that includes frequent observation and collaboration with the teachers and building administration, with data based oversight from District administrators. Finally a comprehensive training program must be funded to assist teachers in improvement in all areas.

We must first have procedures in place to identify students who a may be at risk for acting in a dangerous manner. This requires collaboration between counselors, teachers and school safety personnel. Students must be encouraged to report concerns and feel confident those concerns will be addressed. Each school needs to be consistently evaluated for physical safety and fund allocated to improve those that are not up to current needs.

Each school must have dedicated mental health personnel available for everyone in the building. Teachers and staff need to feel that if they identify a student with needs that an evaluation will occur promptly and that the parents will be involved in further decision. Teachers and staff need to be trained in warning signs in students. Teachers and staff also have to be trained in self care and given access to professional assistance if they want it. Crisis teams must be available for extreme events.

The involvement of the general citizenry is crucial. I want the board to get out of the board room and into the community. Host meetings remotely in high school auditoriums across the district to invite the local community to attend and interact with them. While video participation is fine, I do not believe it to be as engaging of an experience as in person attendance. I believe the board must raise the level of transparency and accessibility.

I would continue to work with local law-enforcement as we add more SROs to our buildings but also I would explore new areas where we can improve safety and transparency. This notion that we can’t tell you the plan because then the bad guy would know the plan is false. The simple fact is we don’t have much of a plan. We have one armed person per building that is supposed to be everywhere all at once dealing with threats. That is a plan for failure and we can do better. All options regarding safety and security would be on the table.

The masking of children caused deep and ongoing psychological issues. Even in times that are unprecedented, like the COVID-19 pandemic, it is the job of elected officials to balance fact with fear. You cannot lose your skeptical eye. The district did not do a good job of that and in fact did a terrible job of providing pushback once facts became clear.

Our current procedures for bullying do not enunciate clear processes for reporting or how to escalate a complaint. Further the policy fails to distinguish between personal interactions and more systemic attacks. Those have to improve. The current board leadership enacted a " parents rights" policy that targets gay and trans children in ways that are both dangerous to students and contrary to state and federal law. That must be changed.

The pandemic was unprecedented and I feel that our leaders navigated the uncertainty of the pandemic as well as they could, especially as the danger to children was not clear. How we would address a future pandemic would involve what we are able to understand about the risks of a disease. We now know that there is a learning loss from closing schools and that loss would have to be balanced against the danger of remaining open. All procedures for limiting spread of disease would also have to be considered on a risk analysis.

Did not adapt fast enough to the changing data that showed our children were being harmed more by masks and being out of school than they were of the coronavirus. Noteworthy events

Termination of superintendent (February 2022)

In February 2022, the Douglas County School District board voted 4-3 to terminate the contract of former superintendent Corey Wise, with the board's four conservative members all voting in favor of the termination.[9][10] In April 2023, the district paid $830,000 to settle Wise's claims before the Colorado Civil Rights Division and the Colorado Department of Labor and Employment that the board unlawfully terminated him without cause.[11]

Recall effort (Spring 2021)

An effort to recall Hanson, Meek, Ray, and Chris Ciancio-Schor did not go to a vote in 2021. Recall supporters announced they were suspending the effort on March 3, 2021, after the school board voted to return middle and high school students to in-person instruction. The recall effort started after the board voted in January 2021 to delay a return to in-person instruction for middle and high school students in the district.[12][13][14][15]
