The Driver License Agreement was an interstate compact that combined the Driver License Compact and the Nonresident Violator Compact. The compact was designed to supersede the two previous compacts and provide a more efficient way for states to share information about drivers and convictions. The primary goal of this agreement was to improve public safety by better organizing procedures for handling moving violations and traffic offenses. Only three states ever signed on to the agreement: Arkansas, Connecticut, and Massachusetts.[1][2]

The legislature of each member state passed the laws with certain modifications, but the core of the legislation remained the same.
