Earl "Duke" Frost is a judge for the Licking County Court of Common Pleas Domestic Relations Division in Newark, Ohio. He was appointed to the court by Governor John Kasich to fill the vacancy created by the appointment of Craig Baldwin to the Ohio Fifth District Court of Appeals. Frost assumed office on August 19, 2013, and won election in November 2014 to retain the seat for Baldwin's unexpired term.[1][1] Frost was re-elected on November 8, 2016.[2]

Selection method

The 391 judges of the Ohio Courts of Common Pleas are all selected in an identical manner. Qualified individuals wishing to join the bench must participate in partisan primary elections followed by nonpartisan general elections.[3]
The chief judges of the Ohio Courts of Common Pleas are chosen by peer vote and serve for one year.[3]
Qualifications
To serve on an appellate or general jurisdiction court, a judge must be:[3]
- a district or county resident (for court of appeals and common pleas judges);
- at least six years practiced in law; and
- under the age of 70.
Under the Ohio Constitution, a judge who reaches 70 years of age may be assigned by the chief justice to active duty, receiving payment on a per-day basis in addition to whatever retirement benefits he or she is entitled to.

Frost received his undergraduate degree in political science from the Ohio State University in 1994 and his J.D. from the Ohio State University Moritz College of Law in 1997.[1]
