Four seats on the Duluth Public Schools school board were up for general election on November 5, 2013. A primary election was held on September 10, 2013. Annie Harala and former board member Harry Welty defeated Henry L. Banks and Nancy Nilsen to win the two at-large seats. Rosie Loeffler-Kemp defeated fellow newcomer Joseph Matthes for the District 1 seat, while incumbent Art Johnston defeated David Bolgrien in the District 4 race.

Duluth Public Schools is located in St. Louis County, Minnesota. The county seat of St. Louis County is Duluth. According to the 2010 United States Census, St. Louis County was home to 200,319 residents.[1]
Demographics
As of 2011, the median household income in St. Louis County was $45,399 compared to $58,476 for the state of Minnesota. The poverty rate in St. Louis County was 16.0% compared to 11.0% for the entire state. The United States Census Bureau also found that 25.5% of St. Louis County residents aged 25 years and older attained a bachelor's degree compared to 31.8% in Minnesota.[1]

Method of board member selection
The Duluth school board consists of four members elected by geographic districts and three members elected at-large by the district as a whole to four-year terms. The primary election was held on September 10 and the general election was held on November 5, 2013. Four seats were on the ballot in 2013.[3]

Endorsements
The Duluth Democratic-Farmer-Labor Party endorsed at-large candidates Annie Harala and Henry L. Banks, along with District 1 candidate Rosie Loeffler-Kemp.[4][5][6] The Duluth Federation of Teachers endorsed Harala and Loeffler-Kemp in addition to District 4 challenger David Bolgrien.[7][8] Harala and Loeffler-Kemp also received endorsements from AFSCME Council 5, while AFSCME Council 65 endorsed Joseph Matthes.[9][6][10] Matthes received endorsements from Duluth Building and Construction Trades and former City Councilor Jeff Anderson.[10] Central Labor Body and womenwinning both endorsed Harala and Nancy Nilsen.[9][11][12] The Duluth Black Professionals Network endorsed Henry L. Banks, while the Duluth News Tribune endorsed Harala and Harry Welty for the at-large seats, Matthews for the District 1 seat and Bolgrien for the District 4 seat.[12][8]

Candidates received a total of $32,169.54 and spent a total of $30,065.02 during the election, according to Duluth Public Schools.[13]

What was at stake?
Four seats on the school board were up for election on November 5, 2013. The only incumbent who filed for re-election was District 4 member Art Johnston, who faced challenger David Bolgrien and who defeated Justin Perpich in the primary election. District 1 incumbent Ann Wasson did not file for the election, which left her seat vacant for candidates Joseph Matthes and Rosie Loeffler-Kemp, both of whom defeated Marcia Stromgren in the primary. Neither at-large members Mary Cameron or Tom Kasper ran for re-election, so two newcomers won their seats. Neither Joshua Bixby nor Loren Martell received enough votes to proceed to the general election, where Annie Harala, Henry L. Banks, Harry Welty and Nancy Nilsen competed for the seats.

Additional elections on the ballot
This election shared the ballot with other municipal elections and two levy referendums for the school district, both of which passed. Question 1 renewed the district's existing property tax levy of $595.78 per pupil for 5 years while Question 2 increased that property tax levy by an additional $200 per pupil for 5 years.[14]
