Two seats on the Eagle Mountain-Saginaw Board of Trustees were up for general election on May 10, 2014. Liz Hatley defeated fellow challenger Josh Barber to replace Tim Dennis in the Place 6 seat. Incumbent Donna K. Webb won re-election to the Place 7 seat without opposition.[1]

Eagle Mountain-Saginaw Independent School District is located in Fort Worth, Texas, the county seat of Tarrant County. According to the United States Census Bureau, Fort Worth was home to 777,992 residents in 2014.[2] Eagle Mountain-Saginaw Independent School District was the 68th-largest school district in Texas, serving 17,155 students during the 2011-2012 school year.[3]

Demographics

Fort Worth underperformed in comparison to the rest of Texas in terms of higher education achievement in 2010. The United States Census Bureau found that 26.0 percent of Fort Worth residents aged 25 years and older had attained a bachelor's degree compared to 26.3 percent for Texas as a whole. The median household income in Fort Worth was $51,105 compared to $51,563 for the state of Texas. The poverty rate in Fort Worth was 18.7 percent compared to 17.4 percent for the entire state.[2]

Voter and candidate information

The Eagle Mountain-Saginaw Board of Trustees consists of seven members elected to three-year terms. Each member is elected to a specific position but represents the entire district. There was no primary election and a general election took place on May 10, 2014. Two seats were on the ballot in May 2015 and three seats were up for election in May 2016.

Candidates for the Board of Trustees submitted paperwork with the school district secretary by February 28, 2014. Each candidate must be at least 18 years old, a registered voter and a resident of the district for at least six months. Members filed two campaign finance reports with the district clerk prior to the election unless they did not receive or spend $500 during the campaign.[5]

Lawsuits by former student

A former Hollenstein Career and Technology Center student filed suit against former teacher Rachelle Heenan and the district regarding an inappropriate relationship that took place in 2012. The former student, referred to as Mark Smith in the lawsuit, claims he was harmed physically and emotionally by Heenan during an intimate relationship that lasted through spring 2012. This lawsuit accuses district officials of failing to provide adequate supervision of Heenan. Heenan was placed on leave in May 2012 and later received five years of probation for a similar incident with another student that took place in February 2013. Smith's attorney also asked for $24,000 to repay the district for damage to school property, citing the student's fragile emotional state during the relationship.[7]

The Board of Trustees election shared the ballot with a special election for the District 9 seat on the Fort Worth City Council. Voters also decided whether to approve a $292 million bond proposal for city construction programs.[8]
