Emmett earned a B.A. in economics from Rice University in 1971, going on to receive a master's in public affairs from the University of Texas at Austin in 1974.[1][2] Below is a summary of Emmett's professional experience.

Primary: He ran unopposed in the Republican primary on March 4, 2014.
General: He defeated David B. Collins in the general election on November 4, 2014, receiving 83.4 percent of the vote.[3][4][5]
2010
Emmett defeated Democrat Gordon Quan in the November 2 general election for the Harris County Court, winning 60.6 percent of the vote.[6]
