McMullen was also president of the South Carolina Policy Council (SCPC) until 2007.[2] On its website, the SCPC identifies its goal as: "to publish research and analysis showing the relevance of the American republic’s founding principles: limited government, free enterprise, and individual liberty and responsibility."[4] McMullen left the SCPC in 2007 when the group shifted from publishing more traditional reports to a model built on new media[4] As president of the SCPC, McMullen worked with Heritage Foundation as a state contact for their project on School Choice in America.[5]
