The question on the ballot:
As more particularly set forth in ordinance no. 13-11 of the City of Edgewater, shall the 2008 City of Edgewater home rule charter be amended:
(1) at Sections 2.5 and 3.3, to add limitations on the process for changes in the compensation of the Mayor and City Council members, respectively; (2) at Subsection 3.6(5), to change the process for the calling of a special election to fill Council vacancies; (3) at Subsection 3.7(3), to add City Council authority to appoint and remove members of the City’s Election Commission; (4) at Subsections 4.4(1) and 4.4(2) to add and clarify limitations on the membership of, and to limit the activities and duties of, the City’s Election Commission; (5) at Section 4.5, to add to the time period for the canvassing of election returns by the Election Commission; (6) at Section 6.3, to remove the requirement that the City Council act by ordinance to make an appropriation; (7) at Subsection 13.3(3), to clarify language concerning utility rates; (8) at Subsection 13.5(3), to change the requirements concerning publication of a summary of the city’s annual audit; (9) at Subsection 14.1(3) to clarify language concerning an exception to the requirement for an election to authorize the issuance of debt; (10) at Section 19.1, to limit the requirement that the City Council accept all contracts in writing binding the city; and (11) at Section 21.15, to add the “City Treasurer” to the definition of the term “department head”?[3] |
