Biography

Higgins earned a bachelor's degree in mechanical engineering from the University of New Mexico in 1987 and a master's in business administration from Cornell University in 1989. Her career experience includes working as an engineer and as a foreign service officer for the Department of State.[3] Higgins has been affiliated with the following organizations:

  • People Acting for Community Together
  • Downtown Neighbors Alliance
  • Miami Climate Alliance
  • League of Women Voters of Miami-Dade County
  • Moms Demand Action for Gun Sense in America[4]
